THE ORGANIZATION

Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:

Reporting to the Procurement & Facility Supervisor, the Facility & Fleet Supervisor ensures the efficient management of Facilities and Vehicle Fleet for the region/country under his or her responsibility.

He or she is the point person for Procurement & Facility Supervisor and as such informs him or her of any problems that fall within his or her remit and suggests solutions. He/she implements the strategy, including the scheduling of repairs and maintenance to ensure that all vehicles are in excellent working order. He or she is a key player in the rollout and implementation of HI’s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the principle of professional development.

Responsibilities:

Mission 1: Management

  • Manager as a role model: embodies HI's values on a daily basis.
  • Manager as coach for meaning: understands the strategy, makes it explicit, translates it into operational objectives for his or her team, leads the necessary changes. Gives meaning to each management action. Encourages inter and intra departmental exchanges of practice. Encourages innovation and risk-taking.
  • Operational manager: organizes the operational management of his or her team, structures the work around identified processes, steers performance and facilitates the resolution of problems.
  • Contributes to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behavior.

Mission 2: Deploys HI’s standards and contributes to its expertise and accountability within his or her remit

  • STANDARDS: ensures compliance with and application of HI standards for his or her entire professional field with regard to policy, processes and tools;
  • LOCAL ADAPTATION: applies these standards contextualized to meet local conditions and regulations;
  • INTERNAL CONTROL: supervises internal control in his or her fields of activity;
  • ACCOUNTABILITY: guarantees compliance with and the application of internal rules and the rules of institutional donors in his or her fields of activity;

Mission 3: Operational implementation of logistics

3.1 Diagnostic phase – Contextual analysis:

  • Participates in analyzing the programme’s logistics context (evaluation of logistics capacities, table of logistics problems);
  • Evaluates the capacities of the available and mobilizable resources (human and material).

3.2 Design phase – Resources planning:

  • Participates in structuring the human resources concerned by facilities management
  • Designs an adapted maintenance/repair plan for the site (costs, quality, deadlines)
  • Manages the human resources concerned by vehicle fleet management.

3.3 Launch Phase – Procurement Planning

  • Takes Part in defining the Site Premises
  • Responsible on Stock management system and the preparation of all necessary tools
  • Defines the strategy and maintenance plans;
  • Plans all the means necessary for the maintenance of the vehicle fleet for the duration of the project;

3.4 Implementation phase - Coordination:

  • Monitors maintenance deadlines and issues the necessary reminders
  • Monitor Facilities Follow up sheet and ensure continuous update
  • Monitor Stock inventory report and ensure stock monitoring tools are updated
  • Adjusts the maintenance plans after each quarter review
  • Evaluates and adjusts the resources and their distribution according to the needs

Mission 4: Facilitation of the profession sector

Participates in the facilitation of the profession sector in his or geographical area (community of practice)

Mission 5: Emergency Preparedness and Response Responsibilities

Contributes to the program's emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager. Working in different field bases is needed.

متطلبات الوظيفة
  • Bachelor’s degree in Logistics Administration/ Fleet Management / Stock Management.
  • Minimum 1-3 years of experience from working in a humanitarian context.
  • Emergency preparedness and response skills.
  • Good capacity in team work.
  • Knowledge of Stock Management System and Warehousing.
  • Fluent in English, French is a plus.
  • Good negotiation skills.
  • Strong organizational skills and Time management skills.
  • Strong communication and interpersonal skills.
  • Knowledge of market analysis tools and approaches.
  • Knowledge about own leadership skills/profile.
  • Proficiency in Microsoft Office and data entry software.
  • Experience of data collection, analysis and report writing

PROFESSIONAL STANDARDS:

Initial contract will be for a period of up to 6 months, to be extendable based on the availability of funds.
