Duration of Initial Contract : 6 month (extendable subject to availability of funds

Background:
Under general supervision of the Senior Emergency and Rehabilitation Coordinator and direct supervision of Administrative Operations Officer, and in close consultation with the Finance Assistant the incumbent performs a range of standardized accounting clerical duties as indicated by the requirements and structure of the organization.

Description of Responsibilities:
Duties and Responsibilities

-Drafts payments/disbursement vouchers based on the instructions received; and ensures that the needed supporting documents are attached.
-Assists in preparation of periodic accounting records by recording receipts and disbursements and reconciling data for recurring or special reports;
-Prepares checks and bank transfers;
-Assists in maintaining financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports;
-Maintains the filing system in the Finance Unit;
-Maintains contact with local banks to clarify questions pertaining to office bank accounts. 
-Compiles and verifies budget and accounting data by researching files, calculating costs, and estimating anticipated expenditures from readily available information sources;
-Processes cash advances, cash deposits and travel claims;
-Prepares VAT submissions and VAT refunds;
-Circulates to all staff the monthly currency exchange rate;
-Briefs and assists newly arrived staff, experts and consultants on basic financial procedures and requirements with respect to payments, entitlements, banking and currency provisions and other requirements relating to accounts and finance;
-Performs other duties as and when required.

Qualifications :
Education:
Diploma in Accounting or Finance; University degree in Accounting or Finance or would be desirable.

Experience: 
One year of experience in accounting or Finance. Thorough knowledge of modern office procedures; ability to operate word-processing equipment, proficiency in Windows (MS Word, Excel);

Skills and Languages: Excellent interpersonal and communication skills.
Arabic mother tongue, very good knowledge of English language. Working knowledge of Hebrew is desirable.
