Background:
Under the general supervision of the FAO Head of Office and direct supervision of the FAO National Administrative and Finance Officer, the HR Assistant provides HR services ensuring high quality, accuracy and consistency of work. The HR Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit. The HR Assistant works in close collaboration with the operations, programme and projects’ staff in the Country Office and FAO HQs staff to exchange information and ensure consistent service delivery.
Description of Responsibilities:
1-Ensures implementation of HR strategies focusing on achievement of the following results:
-Full compliance of HR processes and records with FAO and UN/UNDP rules, regulations, policies and strategies;
-Input to the Country Office business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.
2. Implements HR services focusing on achievement of the following results:
-Preparation of draft job descriptions, vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels;
-Tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations; - Providing information and verifying personnel entitlements for serviced staff in conformity with staff member’s employment status and in compliance with the Organization’s rules and regulations;
-Preparing offers of employment with complete information on terms and conditions of service; on own initiative or with minimum guidance, answer related correspondence; ensure that appropriate clearance have been obtained;
-Preparing correspondence on own initiative or from brief instructions on matters related to personnel functions; answer queries on entitlements and personnel procedures; brief and debrief staff members;
-Maintaining leave records of staff serviced and inform them of leave balance; answer queries relating to leave entitlements and accruals; analyze difficult cases and bring them to the attention of the Administrative Operation Officer;
-Preparing statistical data using systems data bases and maintenance of the Country Office staffing table;
-Update of the Country Office rosters;
-Maintenance of proper filing system for HR records and documents.
3-Ensures proper staff performance management and career development focusing on achievement of the following results:
-Provision of background information as necessary;
-Provision of background information for drafting Whole Office Learning plan and individual learning plans.
-Consolidation, preparation and regular update of the staff development plan for the needs of training and career development.
4-Ensures conduct of UN-related surveys focusing on achievement of the following results:
-Collection of information for comprehensive and interim local salary, participation in the work of LSSC, hardship and place-to-place surveys.
5-Supports knowledge building and knowledge sharing in the Country Office focusing on achievement of the following results:
-Participation in the trainings for the operations/projects staff on HR;
-Contribution to knowledge networks and communities of practice.
6-Provides administrative support, focusing on achievement of the following results:
-Preparation of travel authorizations through GRMS, processing of travel expense claims and dealing with queries on travel;
-Support to staff members and their dependents by processing requests for visas, identity cards and other documents in accordance with requirements of the United Nations and national government;
-Collection of information for DSA, travel agencies and other administrative surveys.
7-Performs other duties as and when required.
Impact of Results
The key results have an impact on the execution of the CO HR services in terms of quality and accuracy of work completed. Accurate data entry and presentation of financial information and client-oriented approach enhances UNDP capability in the HR management.

Qualifications :
Education:
Secondary Education, including or supplemented by training in personnel or general administration work. University Degree in Business or Public Administration would be desirable, but it is not a requirement.
Experience:
5 years of relevant HR and / or administrative experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
Language Requirements:
Arabic mother tongue and excellent knowledge of English language.
