Background:
The purpose of the post is to manage the administrative and finance functions of a medium-sized country/area office (i.e. finance, accounts, personnel, administration, supply, logistics, security and information technology), including support to the country office programme.
The proposed grade of the National Administrative and Finance Officer is NOB, due to the job complexity and related functions that requires high level of responsibility, and can be summarized in supporting a process, managing the process, content management, managing and approving transactions, managing and approving operations, setting policies and strategies and defining the vision.

Description of Responsibilities:
Under the supervision of the Senior Emergency and Rehabilitation Coordinator (SERC), the National Administrative and Finance Officer will direct a group of professional and support staff to manage and deliver operational support for programme management and administration, in the following manner:

-Support the day-to-day work and organize the administration and finance work of the FAO WBGS programme, and formalize financial management and control procedures in accordance with FAO rules and regulations for submission to the SERC;
-Monitor compliance with all operational systems and procedures, establish relevant internal controls, ensure accuracy, promptness and appropriateness of information and reports to the SERC;
-Support the effective functioning of the FAO Coordination Office in Jerusalem and sub offices in Gaza City and Ramallah by coordinating the provision of the full range of administrative, financial and logistic support including recruitment of staff, preparation of contracts, management of infrastructures, procurement of vehicles and equipment, etc. related to the implementation of the FAO WBGS programme;
-Oversee GRMS operations and monthly preparation of Imprest Account Returns ensuring that the expenditures are justified in accordance with the relevant provisions of the financial authorizations prior to SERC signature;
-Ensure that all administrative forms and supporting documentation are duly completed before submission to the SERC for signature;
-Be responsible for the maintenance and operation of the petty cash account in accordance with the FAO financial policies and procedures;
-Ensure the acquisition of all expendable and non-expendable property, ensuring that procurement is made according to organization's rules, regulations and procedures;
-Ensure that assets procured through the programme funding are properly registered, insured, handed over to end beneficiaries, used, maintained and safeguarded, and approved reports are timely and regularly recorded into FAO’s systems (Oracle, COIN, FPMIS);
-Constantly review administrative and financial arrangements to identify opportunities for improvements and streamlining of procedures to effectively support project activities and identify the level of resources (staff and system support) required to process transactions and meet all accounting and reporting requirements;
-Ensure the timely submission of financial progress and final reports for the FAO WBGS Programme and prepare expenditure forecasts and analysis of budgetary performance of the WBGS project portfolio;
-Prepare budgets and the accompanying justifications and documentation. Monitors and controls budget allotments. Prepares proposals for budget revisions;
-In consultation with Project Managers, periodically revise the financial status of the projects and alert the Project Managers on impending under/over expenditures;
-Participate in the programme strategy, development, planning and preview/review meetings to identify staffing and administrative operational requirements;
-Undertake regular visits to sub-offices to resolve difficult problems, support major activities, establishes and/or conduct monitoring and evaluation of systems and procedures and adherence to rules and regulations, and training and guidance; 
-Provide staff briefing and orientation regarding all areas of responsibility.  Also provide counseling on personnel-related issues including career development. Develop a training plan based on a needs analysis, arranges and implements training activities, monitors implementation within approved allocation and conducts evaluations of training impact;
-liaise with UNDP Programme of Assistance to Palestinian People (PAPP) on protocol/administrative matters including issuance of visas, UN ID cards, lease agreements and preparation of local service contracts; and
-Perform all travel and related arrangements for incoming missions, including security clearances, the provision of visas, flight and hotel bookings for duty travel within and outside of Israel, West Bank and Gaza Strip.

-Demonstrated understanding of the risk factors associated with project delivery and an ability to mitigate against these.

Qualifications :
Education:
Advanced University degree in Business Administration, Economics, Accounting, Commerce, International Management or other relevant discipline.

Experience:
At least 2 years of relevant managerial working experience. Working experience with FAO/UN/NGO’s and/or post-conflict environments.

Language Requirements:
Proficiency in spoken and written English and Arabic. Working knowledge of Hebrew is recommended.
