Background:
The Food and Agriculture Organization of the United Nations (FAO) is looking for a candidate for the position of
National Deputy Project Manager.
FAO coordination office for the West Bank and Gaza Strip is launching the implementation of the project: “Support livestock based livelihoods of vulnerable population in the occupied Palestinian territory (LbL) – the institutional level component – (LbL-i)”, which is funded by the European Union and will be implemented in different governorates of the West Bank and Gaza Strip (WBGS) over a period of 36 months. The project aims at enhancing public and private capacities and service delivery to encourage the economic development and improve resilience of female and male livestock holders, including the Bedouin communities in the WBGS. The project will be implemented in close cooperation with the Ministry of Agriculture (MoA), including its local branches and departments in both West Bank and Gaza Strip, and other public bodies active in the livestock sector.
In order to strengthen its technical team in the implementation of the project, FAO is seeking a highly motivated and experienced national Deputy Project Manager (DPM).
Description of Responsibilities:
Under the overall supervision of the FAO Senior Emergency and Rehabilitation Coordinator in the WBGS, and the direct supervision the Emergency and Rehabilitation Coordinator, the DPM will perform the following tasks:
- Ensure efficient and quality project implementation and coordinate all activities with the related technical units and departments of MoA and other related institutions.
- Administer day-to-day operations on matters relating to the project implementation; through continuous follow up with MoA related units and partners. This includes capacity development activities targeting the veterinary and animal health services, particularly the establishment and running of an Animal Identification System.
- Coordinate the training and on the job coaching activities addressing the enhancement of the veterinary services capacities and their service delivery.
- Assist in the preparation of detailed work plans, and in the supervision/monitoring of their implementation;
- Provide technical support and leadership to ensure that all projects activities are timely and properly designed, coordinated and implemented.
- Assist in the identification, help select and supervise the work of the local contractors involved in project implementation (including local NGOs and CBOs, contractors and suppliers);
- Assist in the preparation of the technical specifications for the goods, items and services to be procured under the project;
- Identify and evaluate the capacity and quality of work of potential local suppliers of technical goods and services;
- Take the lead in aggregating the monitoring reports from the different activities of the project and implementation partners;
- Be part of the Joint Technical Team which will be formulated to ensure technical coordination of the project’s activities.
- Performs other duties as and when required.

Qualifications :
Education: University degree in veterinary medicine or animal health.
Experience:
-At least 5 years of proven experience in the management and implementation of veterinary and livestock related interventions and programmes, with focus on capacity development in these fields.
-Proven knowledge of animal registration and identification systems.
-Proven experience in the development and implementation of training/coaching programmes targeting veterinary and livestock professional personnel.
-Proven experience in leading a team and managing a complex project; and proven experience in dealing and liaising with PA, UN, donors and nongovernmental national and international organizations.
Languages:
Fluency in spoken and written Arabic and English.
Other: Excellent reporting and communication skills. Professional skills in standard computer applications
