BACKGROUND

ACTED (Agency for Technical Cooperation and Development) is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory in May 2007, through food security interventions in the West Bank and then in Gaza. ACTED is currently implementing projects funded by ECHO, the French Ministry of Foreign and European Affairs Crisis Centre, and Europe Aid, which aim to protect vulnerable households in the West Bank and to strengthen civil society actors across the occupied Palestinian territory. ACTED currently seeks a Field Coordinator for a one-year project that is implemented in close coordination with the UN Food and Agriculture Organisation (FAO) to rehabilitate agricultural assets lost or damaged as a result of external shocks in the West Bank.

GENERAL RESPONSIBILITIES

Under the supervision of the Emergency Project Manager, the Field Coordinator the Field Coordinator will coordinate the response to external shocks resulting in lost or damaged agricultural assets that are assigned to ACTED responsibilities, in close coordination with the UN Food and Agricultural Organisation

KEY TASKS
-Conduct needs assessments in the field covering the Jerusalem, Ramallah and Salfit Governorates
-Prepare for each site bill of quantity, cost estimates and final delivery destinations
-Follow agreed upon technical specifications
-Be physically present in the field during input distribution and when cash (checks) are provided
-Follow-up on all stages of rehabilitation/reconstruction progress
-Be the focal point for technical difficulties and assist beneficiaries with practical and technically sound solutions
-Make sure that the rehabilitation of infrastructures is implemented efficiently
-Contact legal task force and specialised legal NGOs if no legal representation is available for beneficiary household
-Prepare regular and ad hoc reports
-Provide information on a case-by-case basis to update the inter-cluster tracking system for Advocacy

REQUIRED SKILLS
-Bachelor's degree in Agricultural or Civil Engineering with experience in infrastructure (Water cisterns, Agricultural roads, seeds, trees) is recommended
-Five years work experience with NGOs in similar position will be positively evaluated
-Professional attitude, good social skills, and ability to work in a team
-Knowledge on technical criteria of construction materials
-Accurate, reliable, open-minded, and a positive attitude
-Good in time management, and ability to work under pressure
-Willingness to improve skills and knowledge
-Capable in planning and problem solving
-Excellent communication and drafting skills, in addition to excellent IT skills.
-Fluent in Arabic and English, spoken and written
-Valid Driving license.
-Jerusalem ID is recommended.
