ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 30 countries worldwide, with over 200 international and 3000 national staff. ACTED has a 100 million € budget for over 350 projects spanning 8 sectors of intervention; including emergency relief, food security, health promotion, economic development, education & training, microfinance, local governance & institutional support, and cultural promotion.

II. Country Profile
 
ACTED started its activities in the Occupied Palestinian Territory in May 2007, with a food security programme in the West Bank.
ACTED Occupied Palestinian Territory plans to expand its mission through agriculture, water supply, and economic development projects.
 
Fostering sustainable development of Palestinian civil society while addressing the humanitarian needs of vulnerable rural communities - ACTED’s goal for 2011 has been to capitalise on its previous engagement in agricultural development in the West Bank by supporting the development of the cooperative sector. In parallel, and based on the developments in the region, we have maintained our focus on addressing the remaining humanitarian needs and assisting the most vulnerable populations in the West Bank. In coordination with the Palestinian Authority Strategic Plan of the Cooperative sector 2011-2013, ACTED has sought to strengthen rural cooperatives in the governorates of Salfit and Qalqilya. In addition, ACTED enhanced its emergency livelihoods intervention programme, providing much needed assistance to the most vulnerable rural Palestinian populations in the West Bank.
 
III. Position Profile
 
To carry out the designated tasks on timely manner; ensuring the implementation of responses, the Officer/coordinator is responsible for carrying out field assessment/s, implementation of response/s, monitoring activities, coordination and follow up on Partners activities, and reporting. The main project locations are mostly in AREA C and East jerusalem.
 
Field Work and implementation
-Interview on the spot each single beneficiary and fill the related beneficiary assessment form in West Bank includes East Jerusalem
-Review ACTED assessment form and compare it with OCHA assessment
-Receive and check delivery of provided materials to the location and confirm that it meets the agreed specifications in the contracts.
-Assess all activities undertaken and ensure efficient use of resources
-Coordination with Logistics, Finance, AME and Program Staff
-Facilitate the work of AME Unit and work on program improvement
-Keep in touch with the beneficiaries after the emergency response
-Coordinate with legal support organisations before and after providing materials to sites
-Update daily the Project Manager about the situation of the on-going activities.
-Coordinate and report for donor visits to beneficiary locations Comply fully with ACTED standards and principle
-Inform ACTED staff about potential problems and solutions vis-à-vis related risks.
-Coordinate with the Palestinian Authority (ministries, village councils) and partner field staff
-Develop, maintain and maximize the contacts level with Mukhtars,
-Support implementation partners field officers when it is requested
-Assist other staff and projects as needed
-Ready and flexible to the needs of the organization, possibility of work over the weekends if urgently required.
 
Coordination with Partners
-Send partners demolitions triggers on timely basis
-Coordinate with Partners on performingassessments on each of the partner’s designated areas.
-Follow up with partners activities on timely manner (Assessments, delivery, and monitoring).
 
Documentation and filing
-soft and hard copy filing for all forms or reports submitted
-update information management officer about any information should be added to the tracker/database
-Submit regular and ad hoc reports on time to the Project Manager as directed.
-Prepare, attend and keep minutes internal and external meetings
-Submit Monthly report to PM, providing detailed information on activities carried out.
-Attend partners meeting, take meeting minutes, and report (role will be rotating with all emergency staff)
-Carry out any other tasks requested by Management
 
IV. Qualifications:
-Previous experience in Field work, especially emergency humanitarian responses
-Previous experience in project coordination
-Degree in engineering is an asset, Development, Social sciences, Humanitarian field.
-At least 4 years of experience
-Previous knowledge of AREA C context
-Computer skills including the ability to operate word-processing programs
-Excellent verbal, presentation and listening communications skills
-Valid driving license
-West bank ID Holder.
