Brief description

War Child Holland (WCH) is an independent and impartial international non-governmental child rights organization investing in a peaceful future for children and young people affected by armed conflict. With a focus on child protection, mental health and psychosocial support, we strive to empower children and young people, while enabling adults to bring about positive and lasting change in the lives of conflict affected children and young people. `WCH has been working in the oPt since 2004, and has offices in the West Bank and in Gaza.

Objective of the job

The field officer ensures the coordination with community/civil society partners in War Child’s programme implementation and monitoring, as well as undertakes operations, administration and logistical processes including the follow up of security procedures. The FO is responsible for compliance with external donor financial and administrative requirements in the activities and processes which fall within the FO role (following several donor guidelines).

Position in the organisation

The FO will be based Hebron in the West Bank, he/she directly reports to the Program Manager (PM) in his/her area.

The position involves frequent travel to different West Bank programme locations (including East Jerusalem).

Result Area 1

Program coordination and monitoring

  • In liaison with technical programme team, coordinate the programme implementation of the partners CBOs according to the work plan, in close coordination with the area PM
  • Set monitoring visits (including spot-checks where necessary) to the partner organizations in order to monitor and ensure timely implementation of planned activities.
  • Assist in ongoing collection of monitoring data.
  • Ensure activity milestones are met by collecting specific information, based on the M&E plan of the programme set by the area PM.
  • Collect and ensure all supporting documents provided by the partners are filled correctly, and advice the partners on how to improve.
  • Ensure partner assessment forms are conducted and properly filled (programme and operation) for each partnership.
  • Contribute to reporting (internal and external) by providing requested activity information or data.
  • Contribute to project proposal development (internal and external) particularly on budget development in close coordination with the area PM.
  • Contribute to ensuring grievance mechanisms of the CBO partners function correctly, in close coordination with technical programme team.
  • Liaise with government institutions, relevant stakeholders, communities and (I)NGOs where necessary and authorized by area PM, including ensuring they have clear understanding of WCH and WCH’s projects
  • Attend coordination meetings as per coordination attendance matrix.

Result Area 2

Logistics & Procurement

  • Coordinate purchasing for WCH programme activities in the South, including collecting key documentation according to War Child procurement policy
  • Ensure that procurement and purchasing documentation matches activities as monitored under Result Area 1
  • Handle petty cash transactions
  • Upload programme documents on SharePoint and ensure the digitalisation is performed.

Administration

  • Perform programme-related administrative tasks as requested by supervisor (photocopies, buying stationery, scanning/faxing documents).

Reporting

  • Report about all implemented programme activities in the field with maximum detail and accuracy.
  • Updates the area PM on the progress of the project implementation on the field level.
  • Ensure expenses reported match with activity implementation.
  • Reports directly to the area PM.

Other

  • Take on any other relevant tasks to the area of responsibility as requested by the area PM, the Head of Programmes, or the Country Director.

Profile
 
Knowledge
  • Minimum Bachelor’s degree Business Administration, Social Science, development studies, or any other related field.

Experience

  • Minimum 3 years’ experience in similar positions with an international NGO
  • Experience of donor-funded project a must

Skills

  • Result-oriented, attentive to detail and cost-conscious
  • Fluency in written and spoken English and Arabic is a requirement
  • Demonstrated understanding of the Programme cycle management including M&E, financial and operational processes
  • Strong planning, implementation and organizational skills, and is able to analyze and come up with suitable and sustainable community driven solutions
  • Works well in small team, flexible to take on new tasks, comfortable in a flexible working environment
  • Strong social and communication skills both verbal and written, and preferably experience in carrying out project related communication activities (e.g. write stories, make photos).
  • Ability to establish effective and working relations with relevant stakeholders, (local) partners and communities
  • Ability to work independently with minimal supervision
  • Work experience in knowledge management, M&E, and/or research is an advantage
  • Experience in working with or interacting with children and young people, and a proven track record of upholding child safety practices.
