UNOPS Partner " The Office of Quartet"

The mandate of the Office of the Quartet is to “help the Palestinians as they build the institutions and economy of a viable Palestinian State that is able to take its place as a peaceful and prosperous partner, at peace with Israel and its other neighbors” and more recently to work to enable “significantly greater independence and sovereignty for the Palestinian Authority over its affairs.” More specifically, in the area of rule of law, the office is mandated to “help identify and secure international support in order to address the institutional governance needs of the Palestinian State, focusing as a matter of urgency on the rule of law.”

In June 2015, the OQR transitioned to the Office of the Quartet (OQ), which reports directly to the Quartet Envoys, with a continued focus on the Quartet objectives of Palestinian economic and institutional development and empowerment, which will, in turn, help to advance the Palestinian-Israeli political process towards achieving the two-state solution.

Within OQ, the Rule of Law and Governance unit has worked with the Palestinian Authority (PA), the Government of Israel (GoI), donor countries and other organizations to help the PA strengthen its rule of law capacity, focusing on supporting the Palestinian justice and security sectors, thereby helping ensure stability in the Palestinian territory. For the past eight years, this work has focused on two key areas: (1) expanding the legal and security footprint of the PA and (2) strengthening Palestinian Rule of Law (RoL) institutions.

The field researcher will assist the OQ Security adviser in his assessment for strengthening the function of the Palestinian Police in the under-served communities in the West Bank namely Jerusalem suburbs areas that lie outside the Israeli Security Barrier and Area C (The Jordan Valley) in the West Bank with special focus on empowering the ability of the Judicial Police in serving warrants and executing judgments of the Sharia (Family) which routinely impact women and children.

The overall objective that OQ seeks is a qualitative improvement in the operation of the Palestinian security sector, in a manner that improves the lives of Palestinians and helps ensure stability in the Palestinian territory with special focus on enhancing women and children rights. The field researcher will be responsible for supporting the Security Advisor in developing a plan for strengthening the function of the Judicial Police in serving warrants and executing judgments of the Sharia courts which impacts the most vulnerable people, women and children in particular in Area C and Jerusalem Suburbs. In addition, the project will examine the challenges faced by mixed families (Jerusalem residents and Palestinians) and develop outcome for improved cooperation to better serve women and children needs.

Specifically, the field researcher will assist the OQ Security advisor in:

-Conduct field work to assess Security and Justice delivery to the most vulnerable people in area C (Jordan Valley) and Suburb of Jerusalem, mainly with regards to mixed-families.

-Identifying the challenges facing women and children rights related to Family issues in area C (Jordan Valley) and Suburb of Jerusalem, mainly with regards to mixed-families

-Identifying the issues that cause challenges for women access to Justice in personal affair matters and recommendations for its improvement.

-Analysis and recommendations regarding the ability of the Judicial Police to serve warrants and execute judgements of the family courts in these areas. 

The deliverable shall be a detailed report that will:

A)      Assess the security and justice delivery to most vulnerable people in the Area C (Jordan Valley and Jerusalem Suburbs).

B)      identify the challenges facing women and children rights related to Family issues in area C (Jordan Valley) and Suburb of Jerusalem. This includes conducting meetings with women focus groups.

C)      Identify the issues causing challenges for women access to Justice in personal affair matters and recommendations for its improvement.

Analyse and recommendations regarding the ability of the Judicial Police to serve warrants and execute judgements of the family courts in these areas.

Education:

Advanced Degree in law, Gender, Human Rights, and any other related Field. Or Bachelor Degree with additional two years of experience in the same field. 

Experience:

3-5 years of experience in relevant field namely in gender.
knowledge of rule of law in general and women and children rights. 

Language

Fluent in both Languages Arabic & English.
