Filed Officer - Civil Engineer (m/f/x) 

Ramallah, Palestine 

Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation as well as interventions for other national and international donors. With its partners in Belgium and abroad, Enabel is offering solutions to address pressing global challenges: Climate Change, Urbanization, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,900 staff, Enabel manages about 170 projects in 21 countries, in Belgium, Africa and the Middle East.   

Enabel is implementing a new cooperation portfolio for Palestine. This program will on the one hand built on the successes of governmental cooperation over the past decade and on the other hand, also provide a response to the Palestinian and global challenges of this decade.  

Function:

Specific results areas: no. 1 – Field Officer (60%) 

• Ensure close technical support and follow-up of activities’ implementation of both supervision consultants and contractors, 
• Filing all contractual exchanges (Request for Information forms, submittals/technical sheets, approvals), decisions/approvals by email, etc. 
• Ensuring the works are properly photographed by consultants and contractors and these pictures are gathered and filed in a systematic way. 
• Guarantee that work plans are respected, by following, updating and pro-actively managing the works schedule, 
• Ensure that works budget forecast is closely monitored and managed, 
• Contribute to draft variation orders and contract amendments, providing a justification of the needs and analysis of market, 
• Contribute, where needed, to unit price analysis and verify the market value of unit prices for new items, 
• Anticipating the review of implemented quantities and timesheets, 
• Support the preliminary technical, provisional, and final acceptance of works by inspecting the works and ensuring remarks and snag lists are properly drafted by consultants. 

Specific results area: no. 2 - As Facilitator (20%) 

• Follow up the field activities on regular basis, 
• Contributing to problem solving and decision making in coordination with your N+1 
• Facilitate communication and close collaboration between stakeholders,  
• Support to procurement of new projects, including, drafting of terms of references of works/design contracts, and reviewing design consultant’s deliverables. 

Specific results area: no. 3 – As Quality Assurance (20%):  

• Control that works are matching the contractual specifications and are properly documented, while ensuring a uniformity of forms/templates among consultants, 
• Monitor and revise the progress reports submitted by the consultants, and controlling their quality, 
• Ensuring all necessary supporting documents (e.g. measurement sheets) are pro-actively prepared, agreed and reviewed by the moment progress and final payments are submitted by contractors to Enabel.

Diploma and/or level of education required for the job: 

Bachelor’s degree in civil engineering. 

Experience required for the job: 

• Minimum 2 years of postgraduate experience in implementing activities for a development project/programme and/or design office or enterprise, 
• Proven experience in the area of civil engineering, construction and rehabilitation 

Technical skills required for the job: 

• Familiar with Management for Results 
• Tech-savvy 
• Good IT skills (spreadsheet, word-processing) 
• Motorbike/car driver’s licence is an asset, 
• Proficient in Arabic and English 

Specific competences or knowledge considered an asset: 

• Permanent residency in Jerusalem (or Israeli citizenship) is a strong asset, 
• Experience in construction and rehabilitation works supervision, 
• Knowledge of electrical and mechanical systems, 
• Expertise in green buildings guidelines, 
• Experience in solar PV systems, 
• Software/IT skills:  
• Extended knowledge of AutoCAD and MS. Excel 
• MS project 

• An exciting job in an international environment. 

• A contract until 31 December 2026 based in Ramallah. High frequency of traveling to construction sites situated in Jerusalem and West Bank.  

• A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 4), and benefits. The exact salary will be defined according to the relevant recognised experience for the function.
