Position: Finance & Administration Manager, oPt
Location: MAP Ramallah Office, occupied Palestinian territory
Start Date: Mid-April 2012
Contract: Permanent contract after successful completion of probationary period

Medical Aid for Palestinians (MAP) works for the health and dignity of Palestinians, especially under conditions of occupation and as refugees. This mission is achieved via programmes of work addressing both the urgent, as well as longer term health needs of Palestinians. MAP works through direct partnership with governmental and non-governmental health and disability stakeholders and has an average annual turnover in the oPt of around $2 million USD. However, this can double at times of heightened emergency.

Job Purpose:
To assist in the development and management of MAP’s financial & administrative systems to ensure that MAP’s programme in the oPt is implemented in accordance with agreed organisational priorities, standards, policies & procedures.

Reporting to:
Director of Programmes oPt, with strong links to the Director of Finance and Administration, London.
Responsible for: Direct line management of Finance & Administration Officer - West Bank and technical management of Finance & Logistics Coordinator - Gaza Strip.

Responsibilities will include but not be limited to:
-Management of all aspects of MAP’s financial administration systems in both Ramallah and Gaza offices, ensuring full compliance with MAP’s policies, standards & procedures.
-Full management of oPt cost centres against agreed budgets, including preparation of annual budget, cash flow analysis, procurement and asset management, preparation and timely posting of monthly accounts, transfer requests and end of year accounts.
-Regular preparation and communication of financial analysis to support Director of Programme and programme staff in ensuring effective management of oPt programme with partners and head office.

-Oversee and support MAP and institutional grants proposal development and management, including financial reporting, internal and external audits and mentoring and training of MAP staff and partners on finance and administrative requirements.

Qualifications and Requirements:
-Excellent finance and administration management skills, with at least five years experience in management of organisational accounts and international grants.
-Proven skills in maintaining management information systems and management of subcontractors.
-B.A. in finance and business administration, accountancy or equivalent degree.
-Formal training and proven experience in managing a range of accounts software (familiarity with Bisan an advantage).
-Up to date with Palestinian NGO governance requirements and familiar with the governance requirements of a range of international donors.
-Computer literacy and IT skills and proven ability to train and mentor others in the use of accounts systems and spreadsheets.
-Good inter-personal and communication skills, especially in the communication of financial information to non-finance staff and partners.
-Committed to MAP’s aims and values.
-Excellent written and verbal communication skills in both English and Arabic.
-Highly organised self starter, who is able to work alone and as part of a team.

Terms and conditions:
Salary range: $19,000- $23,300 (dependent on qualifications and experience)
Hours: 28 hours per week (FTE 0.8)
Holidays: Pro rata - 29 days per year (including 11 Public Holidays)
