Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1992, SIF is a nonprofit and non-political organization that intends to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF is an Islamic Relief worldwide family member and intervenes in more than 30 countries around the world through operations of emergency aid, recovery and development. It is present in Asia, the Middle East, Africa and Europe. Our goal is to help people suffering everywhere in the world. SIF provides its help in the respect of the cultural diversity, without any distinction of origin, religion or sex. SIF is opening a Country Office in Ramallah.
Position:Finance & Administrative Officer
Responsible To: Head of Mission (HOM)-Palestinian Territories (West Bank)
Location:Ramallah
Commencing Date: IMMEDIATLY
SUMMARY: Under the direction of the Head of Mission (HOM), the Finance & Administrative
Officer will support the administrative, human resources and financial activities of SIF’s
work in the West Bank. This role requires a strong team player with sound organisational skills
and the ability to meet deadlines.
QUALIFICATIONS REQUIRED :
-A University degree in Finance or Accounting is required;
-At least five years relevant work experience in financial management with experience
and knowledge of international donor;
-At least five years experience in administration and Human Resource Mgmt. and field of
international development and/or non-profit management;
-Experience in the implementation of administrative procedures ;
-Knowledge of, and experience in setting up and maintaining administrative procedures and systems
-Effective prioritization skills ;
-Knowledge of key UN, INGO, NGO organisations and their functions ;
-Good communication skills and team player ;
-Fluent in Arabic and English languages, both required ; French is an asset;
-Experience in liaising with donor agencies –especially EU-, and other NGOs and local authorities ;
-Experience in writing reports in English;
-Team oriented;
-Able to work under pressure;
-References for the last 3 years of work experience are required and will be verified;
-Demonstrated organizational ability is strongly desire ;
-Ability to travel in the WestBank and internationally ;
-Driving licence is an asset.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
-Work closely with the Head of Mission to implement, improve and maintain
-financial management policies, systems, structures, and procedures for the program ;
-Ensure the smooth day-to-day running of the finance office ;
-Plan and supervise work of the program-related finance staff ;
-Coordinate compiling of project monthly financial reports for submission to the International Finance Controller and Head of Mission. Timeliness in sending the accounting and administrative documents to HQ ;
-Participates in the drafting of reports and proposals for projects to the donors for financial and administrative part;
-Be responsible for the day-to-day expenditures, preparing payment vouchers, checks and transfers of money to partner accounts;
-Provide technical assistance to local partners on accounting, budgeting, banking, filing, financial reporting and transparency issues;
-Develop work plans, financial planning for SIF and prepares reports;
-Prepare project budget vs. actual reports on a regular monthly basis;
-Conducts annual closing of the accounting year ;
-Monitor the project budget and expenditures;
-Assist departmental managers in ensuring compliance with SIF procurements and accounting policies and procedures, compliance with donor agreement and audit requirements;
-Work closely with project officers over the project implementation planning and cash flow projections;
-Prepare budget revision in close coordination with Head of Mission as necessary;
-Ensure that financial records are backed up ;
-Work closely with HQ finance team and internal and external auditors;
-Travel as necessary within the West Bank to ensure successful performance and implementation
of the program;
-Manage and control cash (cash and bank account, bank reconciliations) ;
-Enable the integration of national and expatriate staff (briefing, administrative folder,...);
Working with the HOM, to assist in the consistent and accurate Human Resource administration/
documentation, including personnel files, contracts, job descriptions, recruitment, insurance, disciplinary measures, annual leave and sickness records
-Follows work contracts and administrative records of national staff;
-Maintain personel files,payroll data ,and timesheet and benefit administration ,for national staff;
-Establishes an annual training plan after and analyzes individual assessments, taking into account the FIS and mission strategy. And ensures its implementation;
-Updates the HR procedures and administrative in accordance with local law and procedures of the FIS and ensures compliance with;
-Ability to analyze and apply the right local labour and local administrative formalities;
-Knowledge of: Labor, Tax, Social, regulations for opt and Internal Controls;
-Implement the code of conduct and ensures its implementation.
