Finance & Admin Coordinator, Jerusalem
Terre des hommes Foundation is looking for a proactive, hard-working and dynamic professional to join its team in Jerusalem. Finance and Admin Coordinators are usually the most senior staff within a Tdh delegation, reporting to the Country Representative (expatriate). The position is long-term, budgeted under Tdhs own funds (mostly unrestricted).
The successful candidate speaks English and Arabic fluently, holds a relevant degree in accounting or finance and has well-honed experience in grants management. The working language in the Delegation is English.
Duty Station: East Jerusalem, Wadi Al-Joz
Working time: 100% (minimum 40 hours)
Travel: 15% (West Bank and Gaza)
Compensation: follows AIDA salary surveys median level. In Tdhs salary scale, Coordinators have more responsibilities than Managers.
Knowledge, Attitude and Experience Required:
University degree in accounting or finance required; advanced degree preferred.
At least 5 years of progressive responsibility in financial management. Staff supervision experience required.
At least 3 years of experience in donor compliance. Knowledge of Swiss donors and EU regulations a strong asset.
Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and a proven ability to translate technical financial data into short informative reports.
Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet, working with other Admin staff to complete the tasks.
Strong organizational skills and a proactive attitude.
Detail-oriented yet an understanding of the big picture and why we are here.
Prior experience of partner (sub-grantees) management required.
Advanced computer skills in MS Office programs, particularly Excel.
Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
Strong oral and written English and Arabic required. Knowledge of French and Hebrew are considered important assets but not requirements.
Ability to work effectively within a diverse team.
Ability to start as soon as possible.
Prior experience in NGO work, especially with children, an asset. Child protection attitude a requirement.

Detailed Job Description
The mission of the Finance & Admin Coordinator is to ensure smooth and efficient operation of all financial and administration matters in Tdh delegation, in accordance with Tdh rules and regulations and applicable laws.
Main Responsibilities:
To ensure appropriate and efficient management of all financial matters in Tdh delegation including budgeting, accounting and audit report recommendations implementation
To ensure Tdh books and accounts are properly and efficiently maintained in respect of all legal and administrative requirements of Terre des hommes, Israeli laws and Palestinian laws, including rules and regulations for standardized accounts practice.
To take the lead in design of new projects and proposals from a budget point of view
To ensure effective response and queries on financial and administrative matters from the delegation, HQs and third parties.
To monitor/control the financial integrity of accounts at projects and partners level
To take part in solving administrative, logistics and/or human resources issues as and when necessary.
Main Tasks:
Harmonisation project: Systems Building: Improve current Admin and Finance set-up in the delegation; HR Harmonization: Comply with all human resources harmonization requirements from Tdh Headquarters; Finance Harmonization: Comply with all Finance Harmonization requirements from Tdh Headquarters.
Participate in senior management decision-making processes, as and when required by the delegate.
Monitoring of expenses: prepare and distribute follow-up reports (Budget vs. Actuals) and organise follow-up meetings with programme staff;
Accounting: on a monthly basis, introduce all expenditures and revenues, close the month in SAGA system, issue Balance Sheet for all accounts, print bank statements for all accounts; Ensure the month closure documents are sent to HQ by the 12th of every month at the latest; Payment of transactions for Jerusalem; Supervise petty cask in accordance with finance principles;
Cash Management: Provide advances to colleagues on the basis of approved advance request form; Petty cash count on a weekly basis and issue cash reconciliation form on a monthly basis; Maintain good and effective relations with the banks and other partners.
Capacity Building: to provide regular training and coaching on financial matters to project and partners as needed; This will require approximately 15% travel to Hebron and Gaza (3-4 days per month).
Audits: Ensure auditing of accounts at the end of the year and sending end of the year forms to HQs; Prepare annual and project audits and assist the auditors with any requests;
Budgeting: Prepare a first draft of ordinary budgets on an annual basis, and ensure finalization with the Delegate; Participate in drafting of extraordinary budgets or take the lead in elaboration, as the case may be.
Logistics and Procurement: Verify Purchase Requests; Issue Payment and Working Advance (PWAR) requests; Keep stock records and initiate procurement procedure; Negotiate and prepare contracts with suppliers;
Misc. legal awareness: inform Tdh Delegation of any changes in laws and regulations affecting Tdh operations and provide recommendations for compliance; Ensure effective response to all financial queries.
