Mercy Corps is expanding our presence in the West Bank, initially with USAID funding under the Positive Youth Engagement (PYE) Program and potentially with other activities.

GENERAL POSITION SUMMARY:

Under the supervision of the Senior Compliance Officer, the Finance and Compliance Assistant will assist in the processing and recording of payment transactions in a timely and accurate manner, additionally, will ensure compliance with USAID rules and regulations of Mercy Corps and the sub-grantees’ activities. 

Essential Responsibilities

FINANCE 50%

  • Work with the Finance Team on managing and organizing the daily tasks, payments to be processed and the cash flow transactions in Ramallah.
  • Prepare checks or wire transfer requests based on fully approved documents and present to approved check-signers for review and signature.
  • Deposit the cash in the bank when needed.
  • Assist with entering transactions into the accounting software under the supervision of the Finance Coordinator whenever required.
  • File all cash and bank vouchers and maintain a filing system such that files are updated, complete, and safeguarded.
  • Scanning all Finance documents & making sure that all financial documents are properly uploaded to SharePoint & Google Drive.
  • Assist the Finance Department in responding to audit inquiries.

COMPLIANCE 50%

  • Primary responsibility for compliance filing and archiving.
  • Maintain the compliance database and source files (tracking sheets, Sub-award Report vetting database, etc.)
  • Assist with maintaining electronic and hard copies of the monthly USAID sub-award report.
  • Assist with the review of sub-grantee reports and follow up on reporting deadlines.
  • Assist with the sub-grantee's monitoring and field compliance reviews by USAID Mission Order 21.
  • Assist with collecting information for vetting requests.

OTHER

  • Stay abreast of changes in applicable donor policies and ensure changes are implemented as required.
  • Participate in coordination and planning meetings, as required, and provide relevant input for the development of program plans and reports.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned.

Accountability

Reports Directly To: Compliance Officer

Works Directly With: Mercy Corps Finance Department, Sub grantees, Program Department, Procurement Department.

Minimum Qualification & Transferable Skills

  • Fresh Graduates are encouraged to apply.
  • A degree in Finance, Business Administration, or Accounting field is required.
  • Advanced computer skills in MS Office programs, particularly Excel and Access
  • Strong analytical skills
  • Excellent oral and written English skills
  • Excellent communications skills

Success Factors

  • The ability to interact effectively with international and national personnel is required.
  • A demonstrated ability to multi-task, meet deadlines, and process information in support of changing program priorities is necessary.
  • A high professional standard of ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.
  • The ability to effectively monitor subgrantee compliance as well as to provide support and training for subgrantee personnel is critical.
  • Attention to detail and ability to process and analyze data from multiple sources.
  • High level of organizational and coordination skills.
