Finance and Operations Director

International Organization seeks an experienced Finance and Operations Director to manage the overall control and oversight of all financial and operations aspects of the USAID-funded Palestinian Health Capacity Project. The project will strengthen the health sector capacity and governance to respond to the specific needs of the Palestinian Territories.
PRIMARY RESPONSIBILITES
The Finance and Operations Director is responsible for overall control and oversight of all financial and operational aspects of the USAID-funded Palestinian Health Capacity Project in the West Bank and Gaza. He/She has responsibility for the creation and maintenance of the project systems and reporting mechanisms related to accounting, financial budgeting and reporting, procurement, and management of the office in compliance with USG laws and regulations. He/She will oversee all technical and financial components of the project and ensure the effective use of resources.
ESSENTIAL FUNCTIONS
-Establish proper financial management systems that can provide accurate, current, and complete disclosure of financial transactions.
-Establish operational systems and monitor the operations and logistics activities of the project
-Monitor Project annual budgets and long-term financial projections and make analysis available to relevant staff.
-Design and implement sound internal control systems to safeguard assets, financial records, and documents of the organization.
-Monitor proper management of cash flow ensuring Project liquidity at all times.
-Liaise with Chapel Hill Finance and Operations Teams and Country Point Person on work in progress to ensure that country financial and operational activities are consistent with project plans, IH polices, and donor agency rules and regulations.
-Ensure compliance with donor agreements and ensure that all activities are implemented as per the approved agreement and budget.
-Develop and maintain collaborative working relationships with USG partners, and local stakeholders.
-Ensure overall technical excellence and provide guidance in the development and dissemination of all project deliverables (TA, technical reports, training curricula).
-Work closely with the USAID to provide project updates, discuss strategies, obstacles, performance plans, and indicator success, communicating project progress through both formal and informal meetings and required quarterly and annual reports.
EDUCATION/EXPERIENCE REQUIREMENTS
-Bachelors’ level education in Finance, Accounting, Business Administration, or a related area; with a minimum of 8 years of experience working in finance and operations
-Extensive knowledge of USAID contractual stipulations and regulations and Palestinian Authority laws and regulations
-Experience working with the government and local partners in implementing aid programs
-Experience working with international organizations and donors in the Palestinian Territories
-Demonstrated ability to effectively manage a complex multi-year program
-Good verbal and written communications skills in Arabic and English
