Finance and Procurement Officer
Dalia Association was established in 2007 by members of the Palestinian community from the West Bank, including Jerusalem, Gaza Strip, inside the Green Line, and the Diaspora. Description of the position
Finance and procurement Officer of Dalia Association will have to carry out the accounting and financial management responsibilities in cooperation with relevant stakeholders, according to international and national best practices and with international transparency protocols. Position also deals with responsibilities related to procurement and financial audit within the financial domain.
Reporting to the Executive Director
Tasks and Responsibilities
a. Finance:
- Lead organizational and project budget development processes and develop systems to ensure activities are implemented in line with approved budgets
- Supervise, analyze, and review financial reports and data, and develop and oversee implementation of plans to reallocate the expenditure.
- Prepare all required financial reports, including monthly, quarterly and annual organizational reports and forecasts, all project/donor reports and financial correspondence
b. Accounting
- Follow all day-to-day financial accounting matters and transactions are properly recorded in the accounting system in compliance with monthly reporting schedules.
- Ensure that all income and expenditures are properly prepared, reviewed, approved, and documented, in line with all appropriate policies, procedures, authority levels, and laws, and ensure that this information is properly entered into the accounting system
- Oversee the month-end close, provide and analyze accounting data and reports, ensure all funds are properly safeguarded, ensure accuracy of the information in the Association’s bank account, and manage the overall cash needs and forecasts of the organization
- Develop and maintain a system for tracking receivables, including pledges and commitments from individual, corporate and other contributors
- Maintain order, up-to-date accuracy, and security of all accounting documents.
- Prepare monthly income tax sheets, and follow-up with authorities (MOF) relevant payments
- Preparing end of service financial remunerations for staff
c. Financial Audit/Legal Compliance
- Lead in preparing for, facilitating, and responding to the internal and external FINANCIAL auditing activities including taking a leading role in any review on behalf of a donor or governmental organization
- Ensure Financial compliance with organizational policies and procedures, donor requirements (including reporting deadlines), Palestinian law, Belgian law; promote compliance with international best practices by providing clear guidance to all staff, maintaining up-to-date knowledge of all applicable rules and regulations, and developing and monitoring systems to ensure all activities are implemented and documented in accordance with policies
d. Procurement
- Conduct the procurement actions of the association activities such as procurement of equipment’s, goods, services and provision the needed related documentation.
- Prepare quotations and tenders for the procurement of all supplies needed and review price quotations and prepare analysis.
- Prepare all necessary documentation for tenders (RFQs, RFPs) and communications with evaluation committee members
- Set up and lead negotiation meetings with suppliers to obtain the best value as necessary
- Update and evaluate the suppliers and potential vendors when needed.
e. General
- Participate in relevant teams and committees set up by Dalia Association for the advancement of the work in this area.
- Any other tasks as directed by the Executive Director
