Finance Assistant
The Belgian Development Agency (BTC) in cooperation with the Palestinian Authority is implementing the Enhancing Capacities for Institution Building (ECIB) Program. The program has three components:
-Develop different Work Based Learning (WBL) schemes in Palestine
-Capacity building of stakeholders at national and local level to implement WBL initiatives
-Improve access to training and coaching of economically and socially disadvantaged youth
BTC is seeking to recruit a highly qualified person to fill in the following vacancy in Ramallah office:
Finance Assistant (FA)
Responsibilities and tasks:
Under supervision of the Financial & Administrative Officer (FAO), the key responsibility of the Finance Assistant is to provide financial support for ECIB Project in particular the component of Work Based Learning (WBL) and Scholarship programs fund.
The responsibilities and tasks of the FA include:
-Full compliance with BTC rules and regulation of financial processes, financial records and reports, implementation of the effective internal control framework.
-Assist in maintaining of proper control of the supporting documents for payments and financial reports.
-Assist in the follow up with partners and beneficiary institutions on financial matters concerning the program funds.
-Ensure all required documents are attached to payments and financial reports.
-Work closely with the Project Financial and Administrative Officer to coordinate financial issues.
-Conduct visits to beneficiary institutions when necessary to ensure proper and timely utilization of funds.
-Ensure proper and timely coordination and communication between beneficiary institutions and the project management.
-Assist in the processing of payments to institutions in order to prevent any inefficiency or delay in the execution of the Grant Agreements.
-Record accounting transactions into the accounting system.
-Undertake other duties that may be deemed appropriate to this role.
Qualifications & Skills
-Bachelor’s degree in accounting, finance, business administration or relevant fields.
-Relevant experience in local or international NGOs or donor agencies.
-Ability to work independently under minimal supervision.
-Good interpersonal skills, a team player, ready to work under pressure and or tight deadlines.
-Computer skills especially in MS office.
-Good command in written and spoken English and Arabic.
