Finance Assistant / Accountant


COUNTRIES:   Occupied Palestinian Territory (OPT)
DUTY STATION:   Jerusalem
NGO:Oxfam Italia (OIT)
DEPARTMENT: Cooperation to Development and Humanitarian Aid
STARTING DATE: as soon as possible
DURATION: 12 months (renewable)
SALARY: minimum 7,000 NIS  - maximum 8,000 NIS, (gross per month), according to candidate’s previous experience

 
DESCRIPTION
Oxfam Italia is an independent NGO established in Italy (Arezzo) at the beginning of the ‘70s and now working in several countries. Oxfam Italia was born from the experience of UCODEP, an Italian NGO committed for over 30 years in the struggle against poverty and injustice. Oxfam Italia is the Italian member within the Oxfam Confederation, the fourth international coalition in the world, specialized in humanitarian aid and development programmes.

OXFAM ITALIA PROGRAMME IN OPTI

Oxfam Italia is currently implementing both emergency, recovery and long-term development activities in the livestock and agriculture (urban and peri-urban areas) sectors with a specific focus on most vulnerable groups (herders and farmers), and specific attention to women. Oxfam Italia is also implementing a programme aimed at empowering local communities and support local Governane processes. Currently the yearly budget is around 4 million of Euro funded by different donors and with a staff ranging from 15 to 20 people (expatriates and locals, in Jerusalem, West Bank and Gaza).
MAIN RESPONSIBILITIES
The position holder will assist Oxfam Italia Country Administrator CA) to who she/he will report, in all finance and administrative tasks related to Oxfam Italia programs in OPT. She/he will report to the CA and will closely collaborate with any other administrative staff as well as project and program managers. In particular the key responsibilities of this post are the following:
-Assist the CA in daily finance and administrative tasks including cash book recording and payments processes
-Assist in preparing documentation for preparing financial reports to donors and audits in compliance with internal procedures and donors regulations
-Staff cash advances and reimbursements
-Recording all transactions in the cash and bank books, making sure that all transactions have the corresponding right budget code
-Preparing payment vouchers, receipts and checks and submit them to the CA for approval
-Assist CA and other administrative staff in communications with local external contacts (such as partners, banks, public administration offices and suppliers)
-Assuring that original invoices, receipts or contracts are available upon payment and systematically archived following Oxfam Italia and donors procedures
-Seek appropriate authorization and making sure all transactions have the supporting documents and approvals
-Assist CA in reviewing partners financial reports and documentations
-Assist CA in finding any audit requested documents and filing them back
-To scan/copy documents for audit and reporting purposes according to needs
-Update the projects inventory and prepare the handovers of the project assets to partners when relevant
-Support project managers and CA with follow up of contracts with suppliers
-Support CA in handling procedures for visa and other administrative requirements by local institutions
-Any other reasonable duties and tasks requested by the CA

SKILLS AND COMPETENCIES
-At least 2 years working experience in accountancy/administrative work. Previous experience with a non-profit organization will be considered an asset
-University degree in fields relevant to the position (accounting, finance, business administration, or other similar fields)
-Fluent written and spoken English and Arabic.  Any additional language (e.g. Hebrew) is an asset
-Proven knowledge of computerized systems and demonstrable experience of working with computerized accounting packages and spreadsheets
-Excellent problem solving capacity, flexibility and ability to work in a demanding, fast-paced work environment and to manage multiple tasks and demands with accuracy
-Ability to prioritize own workload, to work independently following instructions
-Ability to work under pressure and to meet targets and deadlines
-Excellent organizational and time management skills with attention to details
-Good interpersonal skills and ability to work in a multi-cultural team

SELECTION CRITERIA
CVs will be pre-selected according to their coherence with the required profile. Selected candidates will be called for interviews and selection tests. Interviews will take place in Jerusalem. Travel costs on account of candidate.
