Reports to: Assistant Finance Officer
Supervisory Responsibilities: None

Job Summary
The Finance Administration Clerk is responsible for providing financial, administrative and clerical services in order to ensure effective, efficient and accurate financial and administrative operations. The Finance and Administration Clerk must comply with the Financial Administration policies and procedures.

The Finance Clerk is responsible for regular communication with Assistant Finance Officer. Under the leadership of the Assistant Finance Officer (AFO), the Finance Clerk is a part of the Finance and Operation department team representing the key points of contact for all Gaza office specific finance issues. A key responsibility of the Finance Clerk is to provide support to AFO in timely and efficient manner respond to preparation of data, everyday accounting and reporting. Finance Clerk provides technical and operational assistance to Assistant Finance Officer to ensure that overall Finance Department runs smoothly and CRS/Donor/Local Authorities requirements and reporting are met.

Specific Responsibilities:

-Receive and verify invoices and requisitions for goods and services.
-Verify transactions compliment with financial policies and procedures.
-Maintain inventory files.
-Monitor and order office supplies.
-Maintain petty cash fund. (In case of assigned staff member absence, currently managed by receptionist).
-As delegated by AFO, assists in maintaining the payments, perform daily, weekly and monthly review, help staff in the payment process, etc.
-Review the beneficiaries’ information including Names, IDs and dates of contracting.
-Follow up and liquidate requests in a timely manner.
-Communicate on time with AFO for needs on assistance in getting information from the other departments in order to complete the job.
-Go to bank for receiving beneficiaries’ vouchers as per schedule agreed with AFO, and as requested
-Ensure correct bank details are entered on payment orders so payments processed to local sub-awardees and vendors.
-Collect bank statements and monthly time sheets from program staff to ensure that it’s compatible with beneficiaries’ list.
-Compare time sheets against payment order and attach statement to the payment.
-Assist in delivering the checks to recipients and vendors.
-Photocopying payments, vouchers and bills and sending them to the appropriate staff for the identification of personal calls.
-File and maintain CRS office payments, financial transactions and receipt vouchers in logical and accurate order.
-File all correspondence including printed in/out email letters.
-Assist AFO in visiting CRS partners in CRS basic finance reporting requirements to ensure compliance with our own requirements.
-As per Gaza Field Manager and Assistant Finance Officer delegation/discretion.

Position Requirements and Qualifications:

1-High school diploma; work experience in the field.
2-Strong computer skills, particularly Excel, Word and Access.
1-Knowledge of office administration and bookkeeping procedures.
2-English language skills written and spoken.
3-Excellent interpersonal skills must be able to interact in a mature, professional and friendly manner with local and international colleagues of differing religious and cultural backgrounds.
4-Ability to work on multiple tasks concurrently and under pressure.
5-Ability to maintain a high level of accuracy in preparing and entering financial information.
6-Confidentiality concerning financial files.
