Financial vehicles and technical assistance to boost employment and income
generation in Palestine (AID n. 10114)
START UP Palestine tackles the need for credit of vulnerable categories – such as women, young graduates and agricultural cooperatives. By channelling both financial and non financial services through already existing Palestinian financial institutions, the programme aims at encouraging and supporting micro and small entrepreneurship initiatives. The total budget of the initiative is EUR 21.8 million, out of which EUR 20 million as a soft loan and EUR 1.8 million as a grant.

Periodic travelling inside the West Bank and the Gaza Strip (travelling expenses will be compensated)
Job objectives:
The position supports the executive team to effectively and efficiently manage the overall financial, reporting, and risk management aspects of the START UP program. Specific job objectives include:
-To ensure that lending capital is properly channeled to capable and eligible MFI partners,
-To ensure that the loans to potential clients are extended in conformity with preset policies and rules,
-To ensure that the performance of MFI partners is well-monitored and redirected as needed, and
-To ensure that well-designed periodic financial reporting on the results of the operations of the program is prepared and delivered
Required qualifications:
Education:
-Minimum BA/BS in finance, accounting, or related fields, from a reputable university; higher degree is preferable.
-Professional certificates in finance or accounting like Certified Public Accountant license or Certified Financial Analyst license
Skills:
-Demonstrated capacity to create and/or maintain financial systems and procedures for managing complex programs with numerous implementation sites, partners and beneficiaries
-Ability to anticipate future conditions, risks, problems, and opportunities, and communicate them to management
-Skilled in accounting and financial management software
-Good analytical skills
-Ability to work in a challenging environment
-Strong communication skills and cultural sensitivity
-Strong leadership skills and management abilities
-A can-do, motivated personality that can manage deliverables while mentoring and motivating staff
-Written and spoken English fluency
Experience
-Minimum of 8 years of direct experience in microfinance financial management and /or small loan management in private banking sector
-At least 5 years of financial and administrative management experience with donor-funded programs
-Prior relevant experience at a similar level of responsibility
-Professional experience in Palestine
-Audit experience is preferred
Knowledge
-Strong knowledge of microfinance-related financial management or small loan management in private banking sector
