Finance & HR Assistant
Gaza support based in Jerusalem / ID Jerusalem compulsory
Workplace: MSF-France office in Al-Farabi Street 4, Shufat Jerusalem
Type of contract: Fixed term contract 3 months – with high possibility of extend
Wished start date: As soon as possible
Main Responsibilities of the position
• Execute administrative and legal related tasks, under supervision of the Deputy HR
Coordinator, checking payroll calculations and updating personal files in order to ensure
accuracy, compliance and on time payments.
• Implement cash management procedures in order to ensure the highest control and
security and ensure cash availability.
• Prepare employment contracts in conformity with legal requirements including specific
amendments when necessary in order to ensure local labour and fiscal law compliance.
• Enter data into the HR database and personal files and keep them up-to-date in order to
facilitate HR processes management.
•Update Social security Tax office employee files in order to meet legal requirements and
duties.
• Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to
ensure the punctuality and accuracy of staff payroll.
•Draw up the final pay slip and employment certificate at the end of a contract in order to
meet legal requirements while defending MSF ’s interests.
• Process the payment to suppliers and keep strict on all documentation involved, informing
the administration manager of any sort of disparity.
• Carry out all accounting tasks and activities in order to ensure strict control of all
expenditures and the reliability of statements and documentation.
• Classify and prepare all accounting pieces as requested by the Finance and Accountancy
Manager.
• File the accounting documents and enter the accounting pieces in the accounting software,
with the support from the Finance and Accountancy Manager.
• Support the team in translating documents Arabic-English and vice versa. Assist the
Deputy HR Coordinator in meetings upon request.
Context Specific Accountabilities
Given the current situation in Gaza, some finance & HR assistant tasks are done remotely
from Jerusalem. In order to help the coordination team to support the Gaza team, the
HR/Finance assistant will have to:
Finance:
- Receive all Gaza invoices/vouchers from Finance assistant in Gaza, filter them and
arrange according to the payment dates.
- Assist in preparation of excel files for Journal entries importation (DW etc.)
- Update DW follow up file when a payment to DWs is done on weekly bases and
share the info with relevant people.
- Assist in updating Gaza Unifield (UF) registers making sure that the registers are
updated on weekly bases.
- Helping the Finance Coordinator Assistant in preparing Bank payment transfers for
Gaza third parties (suppliers, DW etc.)
- Assist in filing the invoices and UF stamping in separate binders for Gaza.
- Archive Gaza original invoices in separate binders when receiving them from HQ.
- Support the team to copy or scan the invoices when needed.
- Assist in preparing salary transfers for Gaza project.
Human Resources:
- Prepare Gaza payroll according to the information received from Gaza team
- Prepare the payment vouchers for the Daily Workers based on the attendance
sheets shared by Gaza team.

Education Desirable finance, business or administration related diploma.
Experience • Essential previous working experience of at least two years in relevant jobs
Desirable experience in MSF or other NGOs in developing countries.
Languages English and Arabic are essential, Hebrew is a plus

Gross Salary: 9,248 ILS/month
Initial Contract: Fixed Term 3 months with high possibility to extend
Transportation allowance according to km from home to office

Paid leave 1.67 days per worked month
