Founded in 1933, the International Rescue Committee responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. The IRC offers lifesaving care and life-changing assistance in over 40 countries and in 22 U.S. cities, restoring safety, dignity and hope to millions who are uprooted and struggling to endure.
Currently, IRC is seeking a Finance & HR Officer responsible for providing support to Financial and HR functions for all IRC PT Operations. The Finance & HR Officer will report directly to the Head of Office.

Responsibilities

The Finance/HR Officer is responsible for managing administration and human resources for the IRC Operations in the Palestinian Territories. The Finance/HR Officer will report directly to the Head of Office.
Main tasks and duties

Finance
-Assist in establishing relevant finance and tax procedures
-Process and record daily financial transactions in the spreadsheets, making sure that all ledgers are updated on daily basis.
-Track program/travel and salary advances for all staff, making sure that all advances are cleared before the end of the month.
-Prepare and post monthly spreadsheet transactions to general ledger.
-Supervise the processing of bank and cash transactions.
-Prepare cash forecast and Cash Transfer.
-Ensure proper back-up, review and approval of financial documents.
-Conduct Cash count on daily basis, making sure that the actual cash balance is tally with the balance at the spread sheets for all cash accounts.
-Ensure that fiscal cash, checks, blank check books and other important documents are probably safe guarded in the office's safe.
-Monitor cash usage and requirements.
-Maintain good relations with bank officials. Exchange offices, and other intermediaries to resolve problems.
-Disburse Cash & Checks to the vendors and staff.
-Prepare and distribute checks for all bank payments
-Prepare cash transfer requests

HR
-Ensure compliance to hiring policies and procedures.
-Manage recruitment cycle for local staff.
-Maintain personnel files for both local staff and expatriate staff in country.
-Conduct HR orientation for all new staff.
-Facilitate performance objectives and evaluation process.
-Manage contracts for service providers and staff.
-Follow up on changes in status, overtime, termination etc.
-Ensure compliance with IRC's time and effort reporting requirements
-Advise Senior Management on Israel and PT labor law and new directives of the Ministry of Labor.

Job Requirements
1)University Degree in Finance, administration or related fields.
2)Minimum of 3 years professional experience in Finance or related fields.
3)INGO experience preferred.
4)Fluency in Hebrew and English. Knowing Arabic is preferable
5)A valid driver's license
6)Strong sense of personal integrity.
7)Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity.
8)Team work skills.
