Finance Manager

Project Description: Creative Associates seeks a Finance Manager for an anticipated USG-funded project in the West Bank.
Position Summary:
The Finance Manager will be responsible for (1) ensuring contractual requirements are met, based on USG policies and procedures; (2) developing and implementing financial procedures in compliance with Creative and USG policies and procedures; (3) providing financial training and guidance to program staff and partners.
Reporting: This position reports to the Program Manager.
Primary Responsibilities:
- Responsible for daily accounting and financial management functions of the Ramallah office, and ensuring all financial management is performed in compliance with internal and client’s policies and procedures.
- Ensure that the project meets all USG contractual requirements and ensure compliance with USG policies and regulations.
- Ensure that the project meets all local statutory requirements to keep the legal entity in full compliance in country at all times.
- Ensure a strong internal control environment exists within the project's organizational structure.
- Track the transfer of funds between headquarters and the field office and manage accounting and finance records of in-country expenses, including developing tracking and monitoring all financial project activities, and maintaining current project expense data.
- Ensure timely processing of staff payroll, allowances, and other reimbursements.
- Lead the development of the monthly projections, annual budget, forecasts, pipeline analysis, budget realignment, and fund obligation requests.
- Provide financial oversight, including the maintenance and monitoring of the project budget.
- Responsible for the verification of procurement documentation and to ensure that those are compliant with internal and client’s financial management guidelines.
- Ensure all financial records are audit ready, establish cost and fiscal controls and enforce stringent international financial & auditing standards that ensure efficiency,
- Liaise between Creative Associates' field and headquarters offices regarding program financial matters, as needed.
- Provide financial management and systems training for project staff.
- Lead on all financial close-out of project activities and ensure complete documentation is secured.
- Perform other duties as assigned by the Program Manager.

Skills & Qualifications:
- Bachelor’s degree in relevant field (finance, accounting, business, etc.) required; Master’s degree required. CPA certification desired.
- 10 years of general experience with at least 7 years of experience in accounting and finance work is required.
- 5 years of progressive experience managing and supervising groups and teams.
- Experience managing the finances for a project of similar size.
- Experience with USG project finances and budgeting (preferred) or similar work for other donors/U.S. Government agencies.
- Competent in using computers and financial software
- Experience managing teams
- Excellent interpersonal and leadership skills
- Excellent written and spoken English essential
- Ability to work under pressure and efficiently handle multiple tasks
- Ability to work under own initiative or as a part of a team
- Fluency in oral and written English is required.
- Candidate must be authorized to work in Palestine
