Finance Manager

IFES is currently implementing the project “Democratic Leadership Activity”. This project aims at increasing the capacity of diverse civic stakeholders to meaningfully engage in political reforms and processes. The project will implement a series of activities targeting youth, women and other groups and strengthen their skills and knowledge to constructively engage in political processes- it will develop tailored trainings, dialogue and technical research activities together with partners to build space for discussions on technical issues of rights and democracy.
We are looking for a solution-oriented and pragmatic Finance Manager to lead our office accounting, budgeting and subaward finances.
PRIMARY FUNCTION/PURPOSE:
The Finance Manager will manage IFES’ program finances and documentation, in close coordination with the IFES headquarters programs and finance teams.
MAJOR DUTIES AND RESPONSIBILITIES:
Under the direction and supervision of the Country Director:
- Manage all financial processes in conformity with Palestinian laws and practices as well as IFES and USAID policies and procedures.
- Track total office budget, provide monthly budget projections, and prepare wire transfer requests to ensure adequate cash on hand for all operations.
- Prepare, record, and track financial transactions for country office operations (including vouchers, field expense reports, cash advances, prepaid expenses, transfers, etc.).
- Ensure all expenditures are recorded correctly and accurately into the IFES accounting system.
- Handle and maintain disbursement of petty cash and process cash and bank payments, including checking bills and vouchers.
- Create and supervise financial/cash management policies and procedures, for example, for special events supported by IFES.
- Check petty cash vouchers, receipts, and replenish to established levels upon receipt of replenishment request from petty cash holder.
- Receive and review monthly reconciliations of all bank and petty cash accounts and post the necessary journal entries.
- Liaise with bank and manage fund transfers, deposits, withdrawals, etc.
- Prepare and submit monthly financial reports to IFES HQ based on IFES financial reporting policies.
- Ensure compliance and timely payments to tax authorities and the social security department, including required remittances, and ensure compliance with employer requirements for taxes and benefits.
- Prepare returns to VAT, company tax and any other relevant taxes.
- Manage and track annual fiscal year accruals and manage local audits.
- Identify, manage, and respond to financial risks in collaboration with the Country Director.
- Maintain contact with appropriate staff in IFES HQ on financial issues.
- Monitor all finance-related activities and documents and give feedback to staff to ensure compliance with IFES financial requirements on the implementation and reporting of activities.
- Train sub-awardees in financial management, compliance and financial controls.
- Review sub-awardees’ monthly and/or quarterly financial reports and provide feedback.
- Maintain and strengthen internal controls within the organization.
- Other duties as assigned.

POSITION REQUIREMENTS:
Education: Bachelor’s degree required in relevant field; Master’s degree in finance, accounting, business administration, international relations, political science, or international development preferred.
Experience:
- At least 8 years’ progressive experience in finance or accounting field, preferably working with international NGOs funded by USAID cooperative agreements.
- Experience with budget management and oversight of single or multiple projects, understanding of financial systems and experience in managing budgets in non-profit organizations.
- Experience with financial reporting software packages; Quick Books experience strongly desired.
- Experience with GL reconciliation and exchange rate reconciliation.
- Demonstrated experience in a similar role required.
- Must be aware of taxation regulations.
- Chartered Accountant is a positive asset.
Location: The IFES team is not required to work from the IFES office daily, but at minimum must be able to attend regular meetings in IFES Office in Ramallah
Related Skills or Knowledge: Experienced with Microsoft Excel, Word and PowerPoint required. Familiarity with computerized accounting systems, ideally with QuickBooks. Ability to work independently in support of a team. Ability to multitask, prioritize, and manage time efficiently; Detail-oriented and organized. Ability to prioritize and meet deadlines. Strong communicator, both verbally and in writing. Collaborative, team-oriented individual.
LANGUAGE SKILLS: Fluency in English and Arabic
TRAVEL: Travel within the West Bank may be required.
