Finance Manager
Chemonics International seeks a Finance Manager for the USAID-funded Trade, Investment, and Finance Activity in the West Bank and Gaza. The Finance Manager will work under the supervision of the Operations, Finance, and Compliance Lead. S/he is responsible for overseeing the financial operations of TIFA project, ensuring compliance with USAID and Chemonics financial regulations, managing budgets, and providing financial analysis to support decision-making. This role requires a detail-oriented and strategic professional who can manage accounting functions, forecasting, and reporting processes. The Finance Manager will collaborate across components to drive financial efficiency and growth.

Responsibilities:
The Finance Manager key responsibilities includes, though are not limited to, the following:
- Ensure efficient management of accounting procedures for field operations, adhering to internal Chemonics policies and procedures and USAID regulations.
- Regularly audit financial transactions and collaborate with the Operations, Finance, and Compliance Lead to review files related to project payments.
- Serve as the point of contact for both internal and external audits, ensuring timely and accurate communication.
- Maintain and pProvide requested documentation for financial audits, ensuring records are complete and accessible.
- Oversee monthly payroll processing, verifying the accuracy of salary and benefits calculations.
- Manage project cash and bank accounts and conduct monthly and periodical reconciliations forecast, including weekly petty cash reconciliations, and enforce internal cash-handling policies.
- Manage the project budget ensuring all incurred costs are accounted for and in compliance with USAID, Chemonics policies and applicable local laws.
- Undertake other duties as assigned by the Director of Operations, Compliance, and Finance or their delegate.

Qualifications:
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field (Master’s degree or CPA preferred).
- At least 5 years of experience in finance or accounting in USAID, international development or donor funded projects.
- Strong knowledge of USAID financial regulations.
- Proficient in financial management software, accounting systems, and MS Office (especially Excel).
- Knowledge of Palestinian MOF VAT regulations and familiarity.
- Ability to fluently communicate in both English and Arabic.
