Project Description:
Cultivating New Frontiers in Agriculture (CNFA) is a not-for-profit international agricultural development organization headquartered in Washington, D.C., dedicated to empowering farmers and rural entrepreneurs to improve their livelihoods and to increase their incomes. CNFA aids smallholders in increasing household-level food security and nutrition through improved agricultural practices, introduction of new varieties, diversification of crop production, food preservation and storage, development of farmer-based organizations, and strengthened linkages to markets. CNFA has a track record of implementing successful agricultural development programs in 47 countries.
Position Summary:
CNFA is seeking applications from qualified candidates for a Finance Manager position for the USAID Quality Technologies Revitalizing Agriculture (Q’tra) program. The purpose of this activity will be to work with farmers in the West Bank and Gaza (WBG) to improve climate-resilient conservation and management of freshwater resources and associated ecosystems by increasing the availability, quality, and environmental resilience of drinking water supply sources. The duration of this activity will be five years.
Position Description:
Reporting to the Director of Finance and Operations, the Finance Manager is responsible for the overall financial administration and compliance following USAID rules and regulations and CNFA guidelines and procedures for this activity. S/he will monitor the subrecipient pipeline, track expenditures against obligations, and liaise with the home office Finance & Accounting department and Awards and Compliance Unit. The Finance Manager will be based in Ramallah, West Bank.
Position Responsibilities:
The main duties of the Finance Manager are to:
- Ensure overall project financial management of the West Bank office.
- Manage and maintain accounting and finance records for grants and project activities.
- Develop and implement financial oversight and control mechanisms and procedures to ensure that all program expenses are in accordance with CNFA’s financial policies, procedures, rules, and regulations.
- Ensure the smooth implementation of all projects' financial and administrative activities, including, but not limited to, timely and accurate bank documentation, monitoring expenditure levels against budget and funding obligations, financial projections, and submission of monthly financial reports to CNFA HQ.
- Coordinate payments due to consultants, vendors, and subcontractors as applicable, ensuring invoices and supporting documentation and required approvals are in place before payment.
- Prepare VAT reporting per USAID/WBG requirements and support home office completion of annual foreign tax reporting requirements.
- Responsible for the VAT Exemptions and Filing with the MoF-PALESTINE.
- Manage all vendor and supplier accounts including invoices, journal entries, and account reconciliations. Ensure that all vendor invoices are processed in a timely manner.
- Supervise cash flow management, time sheet recording, and daily monitoring of obligations, budgets, and expenditures.
- Review and track bank and petty cash balances. Prepare and submit monthly and ad-hoc funds request forms to ensure sufficient liquidity while minimizing cash-on-hand.
- Support audits conducted by the home office and USAID.
- Ensure that staff contracts and profiles (not including those managed directly by CNFA’s Washington, DC Office) are in place and appropriately monitored and updated.
- Confidentially manage all personnel records.
- Ensure timesheets and payroll are complete, and vacation and sick days properly tracked for all staff.
- Provide reconciliations requested by the Deputy Chief of Party and/or the home office Program Finance Officer.
- Provide financial information to the Deputy Chief of Party as required.
- Maintain all financial records and appropriate documentation for all purchased assets (e.g., receipts and vouchers)
- Oversee the submission of project invoices, transactions, payments, and monthly financial reports.
- Conducts regular audits of payroll processes and files.
- Submit deposits, wire transfer requests, and maintain records of all banking activity.
- Any other task, assigned by the Operations and Finance Director.

- A minimum of a bachelor’s degree in accounting, finance, business management or related field; masters preferred.
- At least five (5) years of progressively responsible work experience in managing complex project(s).
- Minimum three (3) years of experience in accounting, financial management and/or grants administration with USAID or other donor funded program(s), with a project portfolio of at least $20 Million.
- Demonstrated ability to interact and communicate with a wide range of stakeholders both verbally and in writing.
- Proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines.
- Demonstrated ability to communicate clearly and concisely both orally and in writing; strong cross-culture communication and sensitivity skills.
- Proficiency in Microsoft programs (i.e., Excel, Word, PowerPoint) and the ability to use various commercially available accounting software programs.
- Fluency in English and Arabic is required
