Finance Manager
United Palestinian Appeal is seeking to fill the position of Finance Manager in its Ramallah office immediately.
The Finance Manager is a member of the administration and financial department and is responsible for overseeing all financial functions across the organization’s areas of operation, including budgeting, financial reporting, payroll, and program expenditures, field audit preparation, tax filings coordination and procurement procedures. The Finance Manager is expected to ensure efficient and effective financial controls and adherence to UPA’s internal financial policies.
Key Responsibilities
1. Provide financial oversight for the organization’s entire range of daily financial functions.
2. Assist in preparing annual operating budgets.
3. Assist in coordinating departmental budgets and integrating them into overall organizational budgets.
4. Prepare monthly profit/loss, balance sheet and cash flow financial statements.
5. In coordination with the director of finance, monitor, interpret and present monthly financial results of operations and programs.
6. In coordination with the director of finance, assist in coordinating annual audits with independent auditors.
7. Prepare and monitor payroll, payroll liabilities, and benefits including PTO accrual, retirement plans, and staff project/program level of effort (staff time sheets allocations).
8. Report discrepancies (if any) in financial controls, policies, and procedures to the director of finance.
9. Ensure efficient functionality and documentation for all financial procedures including receipts, disbursements, billing, bookkeeping, budgeting, and accounting.
10. Support and approve payment processing.
11. In coordination with the director of finance conduct bank reconciliation.
12. In coordination with the director of finance follow up with banks as needed.
13. Prepare payroll and income tax deductions and follow up with the proper government offices to file and pay taxes in a timely manner.
14. Work with Procurement and Contracts Manager to guarantee financial policies and procedures are adhered to.
15. Any other responsibilities assigned by direct supervisor.

Qualifications:
1. Bachelor’s degree in accounting.
2. A master’s degree in accounting, business administration, or finance. CPA is considered favoribly.5+ years of relevant experience in non-for-profit sector.
3. Excellent organizational skills, ability to work independently, assess priorities, and manage a variety of activities, paying attention to detail under tight deadlines and heavy workloads.
4. Proficiency in Bisan System.
5. Ability to manage accounting functions and workflow
6. Proficiency in Excel, MS Word, and other computer systems.
7. Excellent oral and written Arabic-language communication skills.
8. Very good oral and written English-language communication skills.
