Finance Manager

The USAID-funded Palestinian Health Sector Reform and Development Project “Flagship” is seeking to fill the full-time, long-term position of Finance Manager.
The principal duties and responsibilities include:
a-Reviews on monthly basis the field asset and liability accounts and oversees all coding sheets.
b-Reconciles billability of project accounts.
c-Provides support to field accountants on USAID and Chemonics International policies and procedures.
d-Administers tracking mechanisms for the required monies needed to implement field activities and requests wire transfers accordingly.
e-Prepares and submits VAT reports.
f-Performs internal audits on project accounts.
g-Audits on a monthly basis local expenditures, including local bank reconciliations and US dollar expenses.
h-Reviews entry codes for home office Solomon database.
i-Reviews all local expenses reported by the field office for billing purposes.
j-Monitors field employee time sheets to ensure accuracy and submitted on a timely basis.
k-Other tasks as may be assigned by the Chief of Party or Deputy Chiefs of Party.
Required Qualifications and/or Equivalent Experience include:
-Advanced degree preferably in Business Administration, Finance or other relevant field or equivalent years.
-Minimum five years of experience in financial management or audit of large international projects.
-Familiarity with compliance to USG Cost Accounting Standards and USAID projects preferred.
-Experience and skills in developing and managing large budgets and providing detailed financial forecasting.
-Proficient in relevant computer applications and databases.
-Possess excellent organizational, analytical, oral and written communications skills.
-Demonstrated supervisory skills and an ability to work leading diverse teams.
