Finance Manager

CHF International is implementing a three-year program, called Palestinian Community Assistance Program in Gaza with funding from the United States Agency for International Development (USAID).
The overall goal for PCAP is to pave the way to a brighter future for Palestinians through social and economic relief and recovery by meeting basic humanitarian needs and laying the foundations for long-term recovery in Gaza. To support the implementation of this program, CHF International and partners are seeking qualified candidates to assume the following positions, on a possible renewable yearly contract:

Finance Manager (1 position) – Ramallah
Programs: USAID-PCAP
Duration: 1 Year       

1- Job Summary and Duties:
CHF is seeking a candidate for the Finance Manager position in its Ramallah Office. The Finance Manager shall be responsible for auditing and finance issues related to CHF’s role under PCAP, which comprise of Housing, Infrastructure and Agriculture.  
Responsibilities:
-Providing an interpretation of financial information
-Monitoring cash flows and using the same to predict future financial trends
-Analyzing change and advising CHF on what needs to be done
-Formulating strategies to be used in the long-term financial plans for a business entity
-Researching the different factors that influence burn rate performances
-Analyzing the performance of the program from a financial aspect
-Developing management mechanism in the finances department for purposes of minimizing the financial risks
-Reviewing and evaluating cost reduction opportunities open to the organization
-Managing the accounting and monitoring systems for CHF finances
-Working with auditors to ensure annual monitoring is carried out
-Developing good working relationships with professionals such as bankers, auditors or statutory organizations for the benefit of CHF
-Producing accurate financial reports to specific deadlines
-Managing CHF PCAP budget
-Updating CHF regarding changes in legislation or regulations that may affect CHF business operation
-Making contacts and looking for new sources who can finance CHF debt facilities

Qualifications:
Education and Training
-A university degree in Financial Management or equivalent
Experience
-Knowledge of accepted accounting practices and principles
-A minimum of 5 years experience in the management of financial systems and budgets, financial reporting, financial data analysis, auditing, taxation and providing financial advice
-Past work with USAID and/or European funded programs preferred.

Technical skills   
-High analytical and reporting skills.
-Good command of spoken and written English and Arabic.
-Excellent command of excel and other database applications.
-Computer/word processing and standard office software skills.
