BACKGROUND:
Catholic Relief Services is an international humanitarian agency of the Catholic community in the United States and has been present in Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice. JOB SUMMARY:
CRS JWBG is seeking an experienced Finance Officer (FO) to support a 4-year USAID-funded project to develop Palestinian civil society, the Civic Participation Program (CPP). The CPP is in its fourth year, with a current expiration date of September 2014. The program will develop civil society first by developing the institutional capacity of individual Palestinian organizations. However, CPP also aims to impact the entire civil society sector by helping organizations establish new and productive partnerships with other organizations, with Palestinian officials, and with the private sector; by supporting and helping to replicate successful citizen involvement in public decision making; and by supporting coalition efforts for stronger advocacy.
The FO will supervise four Assistant Finance Officers (AFO) and will be responsible for sound financial management of CPP. This includes overall coordination, leadership and supervision of all functions in the Ramallah office finance department (accounting, financial management, budget monitoring, reporting and Sun Systems Administration), as well as preparing financial pipelines, projections, and financial analysis for the Chief of Party and Deputy Chief of Party. S/he will work with AFOs to ensure compliance with policies, procedures, donor & local government requirements.
QUALIFICATIONS:
Technical/Professional
-Graduate degree in a respective field such as MBA, Financial Management or Accounting; significant work experience in financial management or related field will be considered in lieu of a graduate degree;
-3-5 years’ experience in finance and/or audit; experience with USAID regulations, including, but not limited to USAID 22 CFR Part 226, 2 CFR 230, and Mission Order 21;
-Fluency in written and spoken Arabic and English; excellent written and oral communication skills.
-Supervisory experience and the ability to transfer knowledge and skills formally and informally; desire and ability to mentor staff;
-Able to work under intensive deadlines and pressure with regular interruptions;
-Proficient in MS Office Suite including Word, Excel, Outlook, Power Point, etc;
-Able to travel within West Bank (approximately 40%).

The FO is based in the CRS Ramallah office, with occasional travel to the field and visiting partners or USAID.
