Finance Officer
The Finance Officer is responsible for ensuring that NRCs financial systems are updated correctly and information to the Project Managers and donors in Palestine are correct and submitted according to deadlines. He/she will be responsible directly to the Finance Coordinator of NRC Palestine.
Job description:
-Responsible for studying and fully understanding all NRCs Financial, Administration, and Logistics policies and procedures and ensuring the correct implementation of policies and procedures by NRC, Palestine.
-Ensure that NRCs donors financial rules and regulations are adhered.
-Ensure that laws, especially within tax and labour laws, in Israel, West Bank, and Gaza are adhered.
-Check that vouchers and other supporting documents are correct according the NRCs Handbook and donors guidelines
-Be responsible for Jerusalem office vouchers including entering them into the Accounting System Agresso.
-Ensuring the correct donor allocation of expenditures according to the BPO and BMT and advice when changes are needed.
-Prepare accruals of lawyer/consultants, Implementing Partners, suppliers and utilities payments and enter the accruals in Agresso.
-Follow up on the purchase tracking sheets and contracts summary to make sure that all invoices have been paid and the payments has been recorded in the tracking sheet by the Finance Assistant.
-Monthly bank and cash reconciliation in Agresso and preparation of the monthly Balance Reconciliation Report
-Be responsible for updating the Authorization table for NRC staff.
-In close corporation with the Deputy FAM and FAM, perform financial training for NRC programme and financial staff
-Responsible for communication with authorities, lawyers, auditors about VAT and Tax issues
Qualifications:
-University degree in accounting or other relevant educational background combined with relevant professional experience.
-Minimum of 3 years of relevant work experience.
-Solid experience of work with windows based computer software, and modern accounting-systems
-Strong organisational and logistics skills;
-Excellent knowledge of Microsoft Office, especially Excel and Word;
-Good reporting skills;
-Very good Knowledge of English & Arabic written and spoken, Hebrew language is preferable;
-Ability to work additional hours if and when required

-Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus

Contract period: 3 Months with possible extension depending on funds
