Finance Officer
Al Fakhoora is a non-profit organization based in Qatar and has a field office in Gaza. Al Fakhoora supports education in Palestine through funding reconstruction of educational institutions, psychosocial support projects and scholarship and empowerment projects. Al Fakhoora follow the partnership model in which INGOs undertake the implementation of its funded projects.
Position: Finance Officer
Place: Al Fakhoora, Gaza field office
Duration: 1 year, with possible annual extension
Job description
-Supervises and validates the develop a manual of financial and administrative procedures including report types (financial narrative, compliance) reporting authority lines, timing, and what should be included in the reports
-Oversees budget, and the implementation of budget in coordination with Al Fakhoora and implementing partners.
-Maintains financial records system in accordance with generally accepted accounting principles and monitor the use of all funds.
-Monitors all financial documents of expenditures and procurements made by the implementing agencies in all project stages.
-Reviews the financial reports of implementing agencies and provides internal and external feedback.
-Prepares the financial reports of Al Fakhoora projects in Gaza.
-Assists Al Fakhoora to make decisions of approvals/non-approvals of expenditures during projects implementation by implementing agencies
-Gives a financial training to Al Fakhoora team and the implementing agency teams to establish general understanding and consensus on the established financial system
-Coordinate all audit activities
-Develops a trusting and a successful relationship with Al Fakhoora stakeholders and creates and sustains a cooperative non-profit environment
-Performs all responsible duties assigned by country manager.
Qualifications
-Minimum bachelor degree in accounting, finance, or any related fields. Master is preferred
-Minimum 5 years of experience working in financial management, 3 of which are within international non-profit organizations
-Demonstrated experience in financial management and accounting especially in non-profit sector
-Experience should include legal, audit, compliance, budget, and resource development.
-Proven effectiveness leading professionals in finance and accounting.
-Strong written communication and skills in both Arabic and English
-Excellent verbal communication and interpersonal skills
-Demonstrated ability to effectively solve problems and think laterally and creatively
-Proficiency working with desktop publishing software
-Adaptability, flexibility and ability to manage multiple and competing deadlines
-Ability to work collaboratively with other members of Al Fakhoora team in Palestine and Doha.
-Ability to develop a trusting and successful relationship with Al Fakhoora stakeholders.
-Self-motivated to contribute to the success of Al Fakhoora projects in Gaza which mainly benefits educational sector.
