 About our Country Program/ Regional Programs

Relief International was operational in OPT starting in 2007, and after entering hibernation period in 2017, has recently reactivated its operations at the end of 2023. Relief International is currently building its response to the current and evolving situation in both Gaza and the West Bank through both a direct implementation and partnership approach. Relief International’s programming in OPT follows Relief International’s global strategy with Health as a central focus with components linked to our work in Health through the sectors of WASH, Protection, Education and Livelihoods. The context in OPT is extremely dynamic and requires focus on nexus programming that brings together both humanitarian service delivery combined with systems strengthening and longer-term programming

 Middle East Region

RI operates in six countries in the Middle East region:  Iraq, Jordan, Lebanon, Syria, Turkey and Yemen, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity.  We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis.

 Job Profile

The Finance Officer is a key collaborator and expert, ensuring the financial health and compliance of Relief International's programs for oPt country mission under the supervision of oPt finance Manager

Your role will be to support the oPt Finance Manager in providing guidance and oversight to finance teams, HR , supply chain team ensuring timely and accurate financial reporting, and promoting sound financial management practices. You will also play a crucial role in monitoring and supporting partners financial reporting and capacity building.

Key responsibilities

 ESSENTIAL RESPONSIBILITIES AND DUTIES

Financial Management and Reporting

  • Prepare and maintain the country  accounts in accordance with RI’s Financial Policies and procedures.
  • Support the country offices to prepare the annual budget and revised forecasts on an accurate and timely basis,
  • Assist the CFM to prepare any budgets and forecasts as required.
  • Submit a monthly checklist to the Country  Finance Manager in line with the monthly reporting timetable.
  • Assist the CFM with the review all financial donor reports in the country and in ensuring submissions to donors are completed on a timely and accurately basis.
  • Assist the CFM in deactivating closed projects, by reconciling and preparing a full working file.
  • Assist the CFM in financial reporting by maintain the trackers and master budgets for country offices.

Financial Monitoring – Country Programs

  • Undertake visits to partners and others to  help ensure quality is maintained in all aspects of financial management.
  • Assist the CFM in coordination on the internal audit of local offices.
  • Provide a gap fill service for the financial management in country programs as required due to staff absence from leave or resignation.

Financial Monitoring – Country Budget and Programs

  • Assist the CFM in providing timely and accurate financial monitoring reports for the country budgets
  • Assist the country budget holders with variance and burn rate analysis on a monthly basis
  • Assist the CFM in the timely and accurate preparation of RI’s external donor financial reporting

Financial Systems Development

  • Work with the CFM to improve financial systems in the country  and assist in introducing change where requested as part of the improvement to provide timely and appropriate financial information to RI’s senior management team, project managers and budget holders

Legal, security and risk management

  • Assist the CFM to conduct spot checks, regular and ad-hoc, in the local country offices to test the financial controls.
  • Maintain and update the country  fixed asset register
  • Ensure country  assets are maintained in accordance with RI asset management policy.

 Behavior and conduct

  • Ensures that behavior inside and outside of work promotes the values in RI’s code of conduct and safeguarding policies
  • Acts with integrity and holds themselves accountable for being respectful, inclusive and professional
  • Reports any concerns

متطلبات الوظيفة

Skills, knowledge and expertise required for the role.

  • A bachelor’s degree in Accounting / Finance  from a recognized university
  • Knowledge of NGO donors and their financial reporting requirements, Working Experience with EU and BHA funded projects  is a plus. 
  • Minimum of 3 years accountancy experience in NGO’s , with at least a year in a managerial position
  • Working knowledge of accounting software, ERP systems experience is a plus
  • Excellent computer skills with high proficiency in Microsoft excel
  • Good analytical and reporting skills
  • High level of English, both written and spoken
  • Excellent interpersonal and communication skills
  • Strong ability to be able to manage and prioritize multiple tasks
  • Experience in training and developing Finance staff
  • Good attention to detail
