Finance Officer

Project Description: Creative Associates seeks a Finance Officer for the USAID-funded West Bank and Gaza (WBG) Basic Education Activity (BEA), which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under BEA, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, UN, and civil society partners to strengthen early childhood and primary educational opportunities through high quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus anticipated include strengthening foundational skills in literacy, numeracy, social emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.
Position Summary: Working under the supervision of the Sr. Finance Manager, the Finance Officer will assist in all aspects of the project accounting and financial management. S/he is responsible for processing accounting transactions while adhering to accounting best practices and Creative’s policies and procedures. The incumbent shall adhere to the Palestinian Authority regulations pertaining to VAT and Income Tax deduction at source.
Reporting & Supervision: The Finance Officer reports to the Sr. Finance Manager.
Primary Responsibilities:
- Responsible for daily accounting transaction entries of the project while ensuring compliance with best practices, donor’s regulations and PA’s prevailing tax laws.
- Responsible for the verification of all supporting documentation for accounting entries and payments.
- Responsible for auditing and processing of sub awardees’ monthly financial invoices.
- Prepare staff payroll, allowances, and income tax withholding.
- Ensure that all transactions that need the approval of the Sr. Finance Manager are error-free.
- Assist in finalizing periodic financial reports to stakeholders.
- Prepare and submit monthly VAT reports to USAID.
- Prepare monthly bank reconciliations.
- Ensure proper filing of all supporting documentation on the central filing system (SharePoint).
- Ensure proper tax withholding, tracking and timely reporting to the stakeholders.
- Assist the Sr. Finance Manager in ensuring sufficient funds are available for effective and efficient implementation of project activities.
- Serve as the Finance Team focal point for the accounting and financial matters of Gaza office.
- Undertake other tasks that are assigned by the Sr. Finance Manager.

Required Skills and Qualifications:
- Minimum of bachelor’s degree or its equivalent in accounting or finance.
- At least 4 years of experience in accounting.
- Prior experience in auditing.
- Strong knowledge of USAID rules and regulations.
- Proficiency in using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc. is required.
- Prior experience using accounting software and web-based financial management systems.
- Strong analytical skills are required.
- High sense of initiative and ownership.
- Ability to establish and maintain effective, sustainable relations with project staff and bank officials, as well as the development community is required.
- Prior experience with other international organizations or international-funded projects.
- Experience working in a conflict environment is a plus.
- Fluency in oral and written English.
- Candidate must be authorized to work in Palestine - West Bank.
