Background
The Norwegian Refugee Council (NRC) re-established its presence in the Occupied Palestinian Territory (oPt) in January 2009 and is mainly developing programme activities in the sectors of shelter, education, food distribution and the provision of information, counselling and legal assistance (ICLA). The long term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt.
The ICLA programme requires a Legal Advisor who will assist the legal team in day-to-day ICLA project activities, under the supervision of the Project Manager.
As employee of the Norwegian Refugee Council the Finance and Admin Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Overall responsibility:
The Finance Officer – is responsible for assisting the Finance and Administration Coordinator within the area of Finance, and shall provide professional services for all offices in NRC OPT.
Main Duties:
-Be responsible for all cash and bank transactions of NRC activities in NRC OPT, make sure the cashboxes and voucher are received in time every month from other offices, and controlled before entered into the Accounting System Agresso.
-Enter all transactions into the Agresso computerized accounting system and be responsible for monthly consolidated NRC OPT accounts being sent to HQ on time.
-Produce monthly reports to Project Managers and be responsible for corrections to the monthly transactions.
-Work together with the finance assistant in Jerusalem, and coordinate with finance staff in other field offices (Gaza and Ramallah).
-Be responsible for monthly bank and cash reconciliation and prepare the monthly Balance Reconciliation Report.
-Prepare the monthly Project Summary reports and prepare cash flow forecasts and requests for transfer of funds.
-Ensure updated signatory lists for NRC bank accounts and allocation of authorization rights for NRC staff.
-Monitor Implementing Partners regarding accountability and financial reports.
-Train the finance staff in OPT and finance staff with Implementing Partners.
-Ensuring that monthly payroll is correct, and make sure that tax and other obligations is paid to the Authorities.
SKILLS AND QUALIFICATIONS REQUIRED
-Bachelor degree in Accounting or Relevant
-Minimum 3 years of experience in Finance office.
-Ability to work under pressure, independently and with limited supervision.
-Strong organisational and logistical skills.
-Excellent command of English, Arabic and Hebrew both written and orally.
-Experience of working with non-governmental organizations is an advantage.
-Excellent computer skills (Word, Excel).
-Preferable Jerusalem Residence ID.
