Finance Officer
Terre des hommes (Tdh) is a leading organization worldwide on child protection, which accumulates over 40 years of experience in the Palestinian context. Tdh aims at contributing to develop and improve child protection systems and gender justice. Tdh’s strategic plan creates a comprehensive framework for action that combines axes on operations, advocacy, research and quality and accountability, with a view to creating lasting and meaningful change in the lives of children. As part of the country HR, Admin, and Finance Team, and under the supervision of the Head of Office, and the functional support of the Deputy Country Representative - FAHR, the Finance Officer will oversee all Finance tasks for Jerusalem and West Bank operations.
Accounting:
Manage the cash box of the office, under the supervision of the Deputy CR and as per the policy and SoPs in place, including the cashbox feeding and regular withdrwal from the bank
Prepare suppliers payments according to TDH procedures
Prepare the payments and the reconciliation according to Tdh and donors’ procedures
Ensure all the receipts/invoices are correctly filled and they are eligible for Tdh accountancy (indicating date, details of the supplier, clearly written the amount with the stamp PAID)
Ensure that all payments are justified by adequate supporting documents
Ensure the Allocated expenses in the right account code, budget, and financial lines
Prepare the monthly closing documents including the accounts reconciliations and Cash inventory count
Collaborate in the preparation of documents for financial/annual audits
Collaborate in the accountancy documentation in the proper way and according to Tdh procedures (Soft copy, and Hard Copy)
Fill properly the monthly reconciliation form for each cash and bank accounts
Organize the cash count the last day of the month
Collaborate in the preparing of Monthly closing documents
Entry into the SAGA system all vouchers as requested
Participate in preparing the BoQ file
FINANCIAL, AND BUDGET MANAGEMENT
Check the realistic budgeting, proper codification of expenses before recording in Saga
Participate in the preparation of a monthly monitoring of budgets (donors’ budgets and delegation budget) and financial equilibrium of the office, including supporting in analysis and feedback to budget holders
Participate in the meetings as delegated by line manager with the budget holders to review the projects budgets, analytical allocations, financial status
Prepare with the budget holders projects monthly forecasts and send to line manager for review
Control the PSRs within her authorization limit and check budget allocations, and availability before committing purchases
Check the analytical allocations in Saga to ensure its accuracy and well recording
Participate with the Deputy CR - FAHR in the draw up of the financial reports in accordance to the delegation reporting schedule
Alert when necessary the Head of Office and the Deputy CR - FARH, but early enough on financial risks in the Jerusalem and WB office involving major budget variations over/under-spending
Guarantee the confidentiality of the financial information
Produce monthly report in the unit activities
PARTNERS MANAGEMENT
Conduct financial due diligience for new partners (or update due diligence for new agreements with existing partners)
Participate in identification of capacity building needs assessment for partners
Participate in conducting financial and logistic procurement trainings and follow up training for partners and provide advice and coaching to partners on specific issues related to partnership agreements as needed
Review the partners’ financial reports and supporting documents and provide feedback as necessary
Liaise with partners to ensure completeness , correctness, and accuracy of partners financial reports
Review partners’ payment requests for compliance, and ensure coordination with logistics and programme colleagues for their additional review of payment requests from the programmatic and procurement perspective
Enter the records of partners financial reports on the System
TAXES :
Follow up the VAT and duty exemption procedures and keep track of the exempted materials
Prepare tax exemption Invoices for all donors, make sure it is aligned with the donor procedures and fill the donor’s tax exempted forms
Prepare Staff benefits and other Income Tax Payments and documents
Prepare Tdh Monthly and Yearly Tax reporting
Keep Her/himself updated with Donor and Country Tax regulation
Act as Focal point with Tax Department for Tdh for tax matter
Audit, Compliance & Internal Control
Ensure the compliance of the financial procedures of TDH, donors, and authorities
Check the financial supporting documents and archive it according to Tdh procedures
Collaborate in the preparation of documents for financial/annual audits
Perform any other tasks as maybe be requested by the line manager.

Knows and implements institutional policies on security, child protection, PSEA and Code of Conduct and fraud prevention
Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan
Commits to inform the Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP
Others:
Undertake all other duties that may be requested by the Country Representative and that are compatible with the job
Knows and implements all institutional policies and internal regulations of Terre des hommes
S/he will have direct access to information, such as the general strategy of Tdh in Palestine , including programming objectives in the field, financial details, salary scale and security guidelines
A professional sense of security, confidentiality, and proper representation is paramount
The incumbent will conduct her/his duties in respect of the Charter of Terre des hommes and Tdh Child Safeguarding Policy. - Education / Qualifications:
Bachelor degree in Accounting, Finance or Business Administration
- Experince:
A Minimum of 3 years’ experience of Finance or accounting experience, Including 2 Years experience in INGO
Prior experience working with donor-funded projects/programs
Familiar with Donor and yearly Audit Procedures
Language
Good and clear communication and writing skills in English
IT Knowledge:
advance in Office, Accounting Software, familiar with Saga accounting software is a plus.
