Finance Technical officer

Specific responsibilities:

1. Responsible for budget preparation of new proposals and grant applications for WB/JRS office to ensure compliance with NRC and donor guidelines using both NRC budget template and Donor budget template.
2. Responsible for WB/JRS Budget revision upon donor feedback.
3. Responsible for preparing budget monitoring reports (BvAs) for WB/JRS, and focal point for budget monitoring with WB/JRS program team
4. Calculate and apply the fair share percentage on the budget preparation stage and ensure monthly allocation to the pool projects.
5. Prepare the budget monitoring (BvAs) on Master levels to avoid over/under spending and represent them in the Grant Review meetings.
6. Provide WB allocation to the accounting unit on a monthly bases following the updated Spending Plan
7. Respo0nsible for closing WB projects without huge over/under spending and within the donor flexibility between the budget lines
8. Prepare all WB transactions’ reallocation in close coordination with Finance Coordinator in CO.
9. Contribute to providing feedback to the donor comments on reports and budgets.
10. Approve WB PRs for both Manual and UNIT 4.
11. Check transactions according to the budget versus actual (BvAs) and the eligibility of costs
12. Undertake any other reasonable task assigned by management.

Generic professional competencies:

• 3 years working experience as a finance technical officer in a humanitarian/recovery context
• Previous experience working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Excellent command of English and Arabic, both written and verbal

Context/ Specific skills, knowledge and experience:

• B.A in Accounting, Finance or Relevant tertiary education or equivalent experience
• Previous experience working on projects supported by NRC’s key donors
• Knowledge of the Palestinian taxation laws
• Ability to work under pressure
• Highest standards of ethics and integrity and attention to detail
