Financial Administrator (EU-funded project)
About Educaid:
EducAid is an International Non-Governmental Organization established in Italy in March 2000
and recognized by the Italian Ministry of Foreign Affairs. It promotes the rights of Persons with
Disabilities in various countries, including the Occupied Palestinian Territories, through interaction
with associations, social enterprises and enthusiastic individuals ethically involved in the educational
and social work. Its mission is to prevent and reduce the disadvantages and obstacles of individuals
with disabilities or those who live in social and cultural difficulties. Additionally, EducAid seeks to
build the capacity of the individuals and institutions in terms of education through different means
but most notably by building an educational system where all the resources in the community thrive
through the education system. Furthermore, EducAid aims to ensure the ultimate respect of human
rights, in particular the rights of children, persons with disabilities and minority groups, and to
encourages policies oriented to gender equality.
Contract Type: Full Time
Duration: 6 + 6 months renewable (first 2 months’ probation period)
Starting Date: Aprile 2024
Duty Station: Jerusalem and/or Ramallah Office
Job Responsibilities:
• Handling primary processing of all receipts and payments;
• Ensuring that all project accounting records are properly archived (both hard and soft
copies) and maintained according to the Educaid and donors regulation and procedures;
• Prepare monthly payrolls and all check payments of salaries, and ensure remittance of
all statutory deductions as per the Palestinian labor law;
• Reconciling accounting documents such invoices, billings and bank transaction;
• Ensure weekly cash and monthly Bank reconciliations
• Ensure that financial and administrative project-related operations are implemented in line
with internal and donors (EU) procedures;
• Ensure that local project partners’ accounting operations and information are provided in
line with the given procedures and timely;
• Consolidate interim and final financial reports to be presented to the donors;
• Assist the Project Coordinator and the Project Manager in collecting, organizing and
processing all the project’s accounting operations;
• Assist Project Coordinator in goods and services procurement processes and monitor if they
are in line with internal procedures;
• Ensure the correct allocation of costs and utilities; make sure that all payments are timely
and accurate in accordance with the plan currency exchange
• Transactions and cashbox flow
• Train new staff in administrative and financial procedures related to the projects;
• Train local partners in administrative and financial procedures related to the projects;
• Ensure that the proper financing and accounting documentation is properly and timely
recorded in internal software;
• Support the Project Manager in project-related financial planning.
• Support the Program Manager, the Country Delegate and/or the HQ in updating EducAid
internal regulations
• Support in conducting the Country Audit report (yearly).
The Financial Administrator will work under direct coordination of the project manager and
the HQ Financial Department

Qualifications/Requirements
Required degree: Bachelor Degree or Diploma in Accounting/Finance, Business or other relevant
field
Required experience:
At least 3 years of professional work experience at national and/or international level in project
financial accounting and reporting.
In addition:
• Fluency in both written and spoken English and Arabic;
• Excellent organizational skills;
• Excellent computer skills, especially in the use of Excel;
• Knowledge of EU PRAG an main donors financial and accountancy procedures and
regulations
• Excellent organizational and interpersonal skills;
• A demonstrated understanding of local financial legislation;
• Prior experience with EU procedures is an advantage;
• Valid driving license
