Financial Crime Prosecution Specialist
Project Summary:
PRO-telligent supports the U.S. Department of State Bureau of International Narcotics and Law Enforcement (INL) to implement a Justice Sector Assistance Program (JSAP) in the West Bank. It focuses on providing technical support, capacity-building and logistical support to key stakeholders in the Palestinian justice sector, including but not limited to law enforcement, the public prosecution, judicial institutions and security agencies.

Position Summary:
The Financial Crime Prosecution Specialist (FCPS) will work closely with key Palestinian public and financial sector entities to assess existing capacity to detect and combat financial crimes. The FCPS will provide technical capacity to develop targeted trainings for a wide variety of legal, law enforcement, and financial sector professionals. The FCPS will ensure compliance with PRO-telligent and Tetra Tech Duty of Care Standards. The FCPS will be supervised by the Anti-Money Laundering Specialist and will be based in Ramallah.
Responsibilities:
- Assess existing capacity and training needs of relevant stakeholders including not limited to public prosecutors, law enforcement personnel, Financial Follow-Up Unit (FFU) professionals, and Palestinian banks.
- Develop targeted technical training materials and other technical assistance activities.
- Mentor and conduct trainings to a wide variety of legal and law enforcement professionals.
- Work embedded within the appropriate public entities.
- Perform other operational related duties as assigned by Anti-Money Laundering Specialist.

Qualifications:
- Bachelor’s degree in criminal justice, law, or related field is required. Master’s degree preferred.
- Minimum five years related experience working on financial crime detection, investigation and/or prosecution required.
- Experience providing technical support under U.S. State Department funded projects preferred.
- Familiarity and experience working in the West Bank required.
- Advanced knowledge of all Microsoft Office programs including Word, Access, Excel, PowerPoint, and Outlook required.
- Strong adaptability, communication, problem-solving, service-oriented, and interpersonal skills required.
- Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds required.
- Fluency in Arabic and proficiency in English required.
