PROJECT BACKGROUND
USAID/ West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.

Position Purpose
The Financial Management and Revenue Generation Sr. Specialist will play a leading role in designing and implementing the program's efforts in municipal financial management improvement in the targeted municipalities. The position will support Palestinian municipalities in developing financial management capacity, designing and implementing new automated financial management software systems, improving revenue collection efforts, and introducing and converting to new accounting standards. The position is based in the Ramallah office with travel as needed within the West Bank.
KEy Duties & Responsibilities
- Provide technical leadership in improving resource mobilization, including enhancing tax collection systems and increasing local revenue generation.
- Provide policy advice on municipal financial management reforms, responding to evolving reform needs and political windows of opportunity.
- Maintain strong relationships with relevant regional organizations, private sector companies, and LGUs.
- Develop and implement sustainable municipal financial management reforms that can be scaled across various sectors and ensure long-term financial resilience.
- Ensure that municipal financial management reforms incorporate gender and social inclusion considerations, prioritizing equitable access to financial resources for marginalized groups.
- Provide leadership, direction, and operational support in building the PFM capacity of staff in relevant partners.
- Provide technical leadership for program delivery in areas such as improved accounting and financial capacity in municipalities, improved revenue collection efforts, sustained quality improvement, conversion to new computerized accounting systems, and implementation of cost accounting systems and procedures.
- Manage day-to-day liaison activities and maintain relationships with Palestinian counterparts and implementing partners related to accounting and financial management operations in municipalities.
- Provide technical assistance to the project in areas related to improved municipal revenues and financial management.
- Develop and direct mentoring and training activities and skill development in financial management and revenue management for municipal staff.
- Assist in developing materials for training and management skills development.
- Provide on-the-job practical training, mentoring, and technical support to partner LGUs.
- Prepare a design/road map for the development and management of each LGU’s income.
- Review and provide technical input to LGUs for the preparation of implementing regulations for the management of their income.
- Develop and provide technical input to LGUs on systems, procedures, and mechanisms for receiving and managing income.
- Provide support for increasing technical capacity for municipal financial management functional positions.
- Other duties assigned.
Qualifications
- Bachelor’s degree in international development, public administration, engineering, urban planning or related field, or equivalent work experience; advanced degree preferred.
- 9 years’ experience in program management, community engagement, government-run service delivery, public administration, and/or international development., in WB&G or MENA required.
- Demonstrated ability to implement PFM reforms within municipal contexts.
- Experience aligning PFM systems with donor strategies, particularly in the management of resources toward sustainability in the face of external shocks and their impact on municipal service delivery.
- Proven experience in providing training and capacity building on PFM.
- Recent proven experience working with senior public officials, private sector leaders, and other stakeholders in relevant development sectors is required.
- Demonstrated skills in building, mobilizing, and leading multi-disciplinary teams are required.
- Previous experience with a USAID-funded project is preferred.
- Fluency in English and Arabic required.
Reporting:
The Financial Management and Revenue Generation Sr. Specialist will report to the Service Delivery and Municipal Operations Team Leader.
