Duties and Accountabilities

The FMS will work under the guidance of the Regional Financial Management Manager (RFMM)
and will be part of the Financial Management team of the Africa & Middle East Region, Financial
Management Unit (MNAFM). The FMS will assist in all financial management (FM) aspects related
to the World Bank’s operations, and in addition lead special purpose initiatives. This will include, but is not limited to: assessing the adequacy of project financial management arrangements, participating in the supervision of projects financed by grants and loans; ensuring compliance with the Bank’s audit and fiduciary requirements, ensuring that the projects’ operations are carried out in accordance with sound financial management practices, and performing analytical work on financial management and accountability issues in support of building client capacity.
Selection Criteria
-The candidate should be a professional accountant (CPA, CA or equivalent) with a Bachelors
degree in accounting, business, finance, economics, or a related subject and should have at least 5
years of relevant experience, preferably with expertise in public sector financial management;
-The candidate should have demonstrated the ability to undertake analytical and strategic work
and work independently with the clients;
-Knowledge of International Accounting Standards and International Standards on Auditing;
-Familiarity with public sector financial management;
-Experience with internal control systems and procedures (including familiarity with COSO), with
the ability to assess such systems and recommend remedial action where necessary;
-Ability to review, analyze and evaluate financial statements and audit reports in diverse sectors
and circumstances, and ability to recommend corrective action in the case of non-compliance;
-Basic understanding of information systems and the application of new information
technologies;
-Analytical capabilities and skills to deal with FM issues;
-Capacity to function as a member of a multi-disciplinary team;
-Ability to communicate effectively, in writing and orally, in English and French; Arabic isdesirable; negotiation skills;
-Ability to work flexibly on a range of assignments and adjust to and prioritize a variety of complex
evolving tasks;
-Understanding of and experience in institutional development, project management and client
capacity building in an international development environment; and
-Ability and willingness to travel.
