The Palestinian Businesswomen Association – Asala is looking for qualified candidates to fill the position of Financial Officer, based on the description below.

JOB DESCRIPTION: FINANCIAL OFFICER
This position is based in Ramallah
The Financial Officer reports directly to the General Manager

Report to General Manager

BUDGETS
-Assist departments and General Manager in preparing the organizational budget by providing relevant information, making inquiries on potential costs, or by other means.
-Compile the organizational and/or project specific budget.
-Review budget vs. actual information pertaining to organization wide and advise management on any deviations on a timely basis.
-Assist in the preparation of concept notes and proposal budgets

ACCOUNTING
-Prepare accounting vouchers, such as payment, receipt, and journal voucher, which explains and details the financial transactions of Asala, including an explanation of the type of transaction and the department it relates to.
-Ensure the proper documentation support of all accounting entries and vouchers before booking them in the accounting system.
-Review to ensure the completeness of all accounting records, information, and transactions in the accounting system.
-Read relevant contracts of financial nature, and review to ensure the proper recording of such contracts in the accounting system.
-Receiving salary slips and all related documents from HR department and ensure the proper bank transfer of staff salaries

FINANCIAL REPORTING
-Prepare financial reports based on the accounting system to the different departments and senior management on a monthly basis.
-Prepare financial reports based on the accounting system to third parties such as donors, legal authorities – each according to their requirements.
-Prepare budget variance reports to management or third parties according to their requirements and deadlines.

INTERNAL CONTROL
-Design and implement internal control strategies that ensure proper segregation of duties and a proper system of checks and balances.
-Review Asala’s compliance with internal control strategies and advise management on issues relating to this matter.
-Request and obtain information from third parties (e.g. bank account statement from the banks, fixed assets register from the administrator of fixed assets, Cash log book from the cash administrator, donor confirmations from donors) on a timely basis and reconcile information obtained with the accounting records. Inquire and adjust differences occurring as a result of such reconciliations.
-Update Asala’s asset list and ensure the proper inventory documentation and labeling of fixed assets on regular basis.

AUDITING
-Act as the liaison between Asala and Asala’s financial auditors, providing them with relevant information and reports that would enable them to carry on their duties.


LEGAL REQUIREMENTS
-Ensure Asala’s compliance with donor stipulations, the income tax department’s laws and regulations, and any other legal requirements, and advise senior management on such issues as they arise.
-Ensure Asala’s legal registration documents are up-to-date with relevant government institutions

ADDITIONAL TASKS
-Submit detailed work plans and updates on progress to General Manager in line with internal reporting requirements
-Supervise the procurement process and ensure its compliance with Asala’s financial manual and donor’s requirements, in addition to head the procurement committee.
-Supervise and approve the request for offer before proceeding in proper process.
-Cooperate and coordinate with the team to ensure the best interest and performance at Asala according to its policies and procedures.
-Act as a member of Asala team and carry out any reasonable duties as requested by the line manager.
QUALIFICATIONS:
-Bachelor degree in accounting, financial management, or a related field.
-4-5 years’ experience in financial management in NGOs sector
