Job Objective/ Summary:
The (Accountant)Financial Officer is responsible for providing information that is needed for decision making, and prepare the financial reports requested by donors and Board of Massar as per the request of the Massar Director and project coordinators, in addition to follow – up with Massar program and administrative Units on preparation of payments and collection of proper supporting documents.
Duties & Responsibilities:
Main routine duties:
-Perform bookkeeping on MASSAR financial system and prepare payment for all payments requested by authorized MASSAR staff.
-Prepare and follow up purchase orders for MASSAR and its various projects.
-Monitor Status of accounts for all budget line items at MASSAR and coordinate with project coordinators and other units.
-Assist with preparation of budgets.
-Analyze and reconcile expenditures accounts to budgeted accounts and prepare monthly reports to project coordinators with recommendations.
-Monitor and review accounting and related system reports for accuracy and completeness.
-Resolve accounting discrepancies.
-Recommend, develop, and maintain financial data bases, computer systems and manual filing systems.
-Supervise with MASSAR Director the input and handling data and reports generated from the financial system.
-Communicate with MASSAR suppliers, consultants and trainers for all financial matters.
-Process & coordinate all procurement at MASSAR through following the approved procurement guidelines.
-Prepare financial reports in compliance with donor’s regulations and MASSAR regulations.
-Coordinate and collaborate with the Grants Coordinators in all issue pertaining to grants.
Periodic Duties
-Submit a monthly time sheet with his/her working hours;
-Submit a monthly written financial report;
-Attend all meetings of the project’s local team.
Responsibilities: (Such as membership on committees or councils).
Special Working Conditions:
Travel, as needed, to provide oversight and assistance for off-site project.
Emergency Need:
Must be available to work with varied schedules including extensive afternoons and weekends as needed.
Qualifications:
1-A minimum of Bachelor’s Degree in Accounting, from an accredited university.
2-Five years of experience in a similar position, with NGOs sector is preferable.
3-Good command with The English Language (Written, spoken, read).
4-Knowledge and ability to use MS office Package programs.
5-Familiar with Existing Audit Systems.
6-Flexible with time and personality.
7-The ability to create budgets for projects proposals.
8-A good team member.
9-The ability to work with Remote marginalized communities.
10-The ability to hike in Palestine wilderness.
11-Fluency in English
