About CRS  

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.  

CRS has been present in Jerusalem, West Bank, and Gaza (JWBG) since 1961. In JWBG, CRS currently supports programs in the sectors of humanitarian relief, livelihoods, civil society strengthening, and social justice promotion through its field offices, in Jerusalem, Gaza, Ramallah, and Bethlehem. CRS is working to provide rapid emergency assistance to conflict affected communities in Gaza and the West Bank in the sectors of multi-purpose cash; shelter; psychosocial support; food assistance; and water, sanitation, and hygiene (WASH). Job Summary

You will coordinate the movement of assigned Country Program’s (CP) owned and leased fleet and drivers in Gaza to assist with meeting all travel and transportation needs in support of the delivery of high-quality programming to the poor and vulnerable. You will help ensure the safety and security of passengers and transported goods, support safeguarding of the organization’s motorized assets and all other resources related to fleet operations and minimize risks and liabilities.

Roles and Key Responsibilities

  • Communicate and collaborate with staff to schedule and coordinate vehicle movements, assess and plan routes, and assign drivers to ensure optimal resource use and meet program needs per required schedules and standards.
  • Apply all vehicle management operating procedures in compliance with agency travel and vehicle-related policies, local legal requirements, and donor regulations.
  • Supervise and coach assigned drivers to ensure safe and secure driving and strict adherence to CRS vehicle policies.
  • Conduct road driving test for staff before driving CRS vehicles.
  • Manage road accidents and vehicles insurance and documentation.
  • Monitor and report on the physical security of all motorized assets, spare parts, and fuel.
  • Perform regular diagnostic checks of all motorized assets and take action for timely and quality maintenance and repair. Review stocks of fuel, spare parts and equipment inventory and provide recommendations for acquisition and/or replacement.
  • Coordinate and assist to obtain vehicle customs clearance, registration, insurance and plates, as applicable.
  • Supervise and facilitate the maintenance of all records related to the fleet and fleet operations. Review required documentation for accuracy and completeness and file per established standards.
  • Manage a reliable and up-to-date records keeping and vehicle data management system to document, monitor, and account for all motorized assets, fuel, spare parts and equipment inventory, and all vehicle movements.
  • Prepare reports, analyze data, and use information to plan, budget, and track activities, inventories, and expenditures to ensure continuous roadworthy fleet operations responsive to program needs.

Basic Qualifications 

  • Bachelor’s degree in mechanical or electrical Engineer or in relevant field
  • Minimum of 3 years work experience in fleet/transportation and/or logistics management and/or vehicle maintenance and repair.
  • Valid driver’s license with clean driving record. Driving license of C1 (truck) is a plus.

Preferred Qualifications  

  • Professional certifications(s) in transportation, logistics, or supply chain preferred.
  • Supervisory experience
  • Excellent knowledge of local road traffic regulations, road network and road safety best practices.
  • Experience in inventory management and control principles.
  • Ability to perform mathematical calculations, and to analyze fleet-related data.

Proficient in MS Office package (Excel, Word). Experience with database management systems (e.g. MS Access) a plus.

  • Very good negotiation and relationship management skills

Required Languages – Arabic & working professional English 

Travel - Throughout the country up to 25% of the time, must be willing to travel across Gaza.

External: Fuel suppliers, Insurance companies, Vehicle Maintenance and Repair Services.
