Fleet Operator

The European Union Border Assistance Mission at the Rafah Crossing Point – code name EUBAM Rafah – was launched on 24 November 2005, to monitor the operations of the border crossing point between the Gaza Strip and Egypt, after Israel and the Palestinian Authority concluded an Agreement on Movement and Access on 15 November 2005. The Council of the European Union welcomed the Agreement and approved that the EU should undertake the third-party role proposed.

The Mission is currently seeking for a candidate to fulfil the position of Fleet Operator/Driver to be recruited as soon as possible.

Organizational Unit: EUBAM-RAFAH, Administration Department.

Duty Station: Ramat Gan-Tel Aviv

Contract Regime: Contracted until 30.06.2024, with possibility of extension

Duties and responsibilities

Reporting to Head of Administration and Finance (HoAF)

Driving

- Drive the Mission vehicles according to the approved transport plans.

- Relocate the Mission vehicles for maintenance, service or other purposes according to HoAF orders.

- Daily reconnaissance of the car park area.

Transportation and Fleet Maintenance

- Check weekly the technical condition of the vehicles and ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.

- Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

- Check daily the fuelling of the vehicles and undertake refuelling when necessary.

- Ensure vehicles daily cleaning.

- Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory and map of the city/country, first aid kit and necessary spare parts.

- Prepares the daily and weekly transport plans.

- Deals with the fuel cards and transport related bills.  

Other tasks and Responsibilities

-Assist to HoAF with coordinating of different aspects of logistical and supply needs.

- Assist to HoAF in regards of monitoring office supplies and products to ensure that Mission members have access to required items.

- Undertakes any other tasks as assigned by HoAF.

Skills and qualifications

Education

- Short university degree in transport/logistics/administration or High diploma or equivalent technical experience.

Work Experience

- Minimum of 10 years of effective and extensive operational experience in transportation sector of which 3 as a professional driver.

- Good knowledge of vehicles mechanics.

- International experience, particularly from the CSDP or other international missions in crisis areas with multi-national and international organizations mandatory.

Languages

- Fluency in English and Hebrew and/or Arabic (spoken, read, written, understood) mandatory.

Other skills/competences

-Ability to operate Windows and Power Point applications, including Word processing and e-mail and spreadsheets (Excel).

- Good organizational, analytical, research, self-initiative and problem-solving skills.

- Ability to use own initiative and common sense and to act quickly under difficult conditions.

- Ability to establish priorities and to plan and co-ordinate own work.

- Good interpersonal skills, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

- Highly resilient under mental pressure (stress-resistant) and willingness to work extra hours when required.

Additional Requirements

- Valid driving license B and C to drive inside the West-Bank, Gaza, and Israel.

- Currently hold a valid local work permit to work and drive in West Bank, Gaza and Israel.

- ID-card allowing free movement inside Israel and the West Bank (mandatory).

- No known restrictions to enter Gaza. Any subsequent legal or administrative impediment to entering Gaza may result in a premature termination of the employment.
