Food Security and Livelihood Project officer (CVA)
General Objective:
In the framework of food security and livelihoods programming to assist vulnerable households in the Gaza Strip, the Project Officer is responsible for the daily technical planning, implementation, supervision, monitoring, and reporting of CVA and food security activities, and for ensuring proper coordination with the right holders and stakeholders. He/she will ensure quality implementation of CVA, and food assistance interventions, according to needs. The FSL Project Officer will collaborate fully with the officers, assistants, the Head of Project and Program Manager in providing technical input and support to interventions, experiences capitalization and contributions to the department strategy.
The FSL Project officer will work under the supervision of the Head of Project and in collaboration with project(s) team in the following general tasks:
- Coordinate and plan of emergency CVA and cash in livelihoods activities supporting head of project in collaboration with other FSL team members.
- Ensure gender and protection mainstreaming and contribute to knowledge management process on gender and protection data within the FSL department and the base when required.
- Provide support in activity implementation and project deliverables within the project(s) assigned to him/her, as agreed with HoP.
- Manage the human resources; social and skilled workers of the FSL projects.
Tasks and responsibilities:
Objective 1: Planning and implementation of CVA and FSL activities supporting the head of projects from the field in collaboration with other team members.
- Provide overall technical expertise and management of the implementation of CVA and FSL related activities.
- Develop activity plans for each task in collaboration with the area focal point, logistics, project assistant, and/or daily workers.
- Prepare necessary project documents, including announcements, standard operating procedures, beneficiary applications/registration, scoring attendance sheets, agreements, MEAL tools, etc.
- Actively lead in the beneficiary selection process under the guidance of the FSL Head of Project, lead the process of identification, selection, registration, and documentation of project beneficiaries and geographical areas for various interventions: cash-based interventions and FSL in line with the targeting criteria, and the selection SoPs developed for the project and ensure the creation of an up-to-date database for all beneficiaries' information.
- Actively responsible for all field-level coordination and representation of the project activities with close arrangement with the area focal point to effectively collaborate with stakeholders, partners, and team members for streamlined project implementation.
- Field Visits and Technical Support: Conduct regular field visits to project sites, providing technical support as needed.
- Act as a focal point in the relations with Service Provider for CVA interventions, anticipate and address problems in the implementation and support of beneficiaries.
- Lead the development and execution of inputs and aid distribution plans, ensuring efficient coordination, logistical management, community engagement, and ongoing monitoring and adaptation and that security procedures are followed.
- Continuously gather and update contextual information related to food security, ensuring that data remains current and relevant to inform decision-making and program planning efforts.
- Regularly monitor local market dynamics and commodity prices, providing timely analysis to inform project decision-making and strategies for enhancing food security and livelihoods in the target area.
- Identify potential risks and challenges associated with project activities, and closely with the head of the project develop mitigation strategies and monitor implementation to minimize disruptions and ensure the safety and security of project personnel and beneficiaries.
- Ensure the integration of gender-responsive, protection, and socially inclusive approaches throughout project implementation, monitoring, and evaluation. And ensure the specific needs and priorities among diverse demographic groups are covered or reported to foster equity and empowerment.
Objective 2: Collaboration with Logistics and finance department:
- Collaborate closely with the logistics department to ensure timely procurement and delivery of project inputs, adhering to budgetary constraints and procurement procedures.
- Support the logistic departments in reaching out to active suppliers in Deir Al Balah and collecting all the needed documents for any procurement actions according to the AAH and donor procurement policies and procedures.
- Support the logistics department in the procurement process by providing technical specifications and requirements for project-related goods and services and participating in supplier evaluations.
- Support in providing inputs to logistics and finance departments for the development of project budgets, procurement plans, and financial forecasts, incorporating FSL-specific requirements and priorities.
- Work closely with the finance department to facilitate the timely processing of payments to vendors and CVA service providers, contractors, and project partners, ensuring compliance with contractual agreements and financial regulations.
Objective 3: Monitoring, Evaluation, and Reporting:
- Coordinate with the MEAL department to implement and validate the Beneficiaries, geographic areas selection process.
- Regularly monitor and supervise the activities in the field to track progress and provide the necessary on-field mentoring support to improve performance and results.
- Assist in maintaining an up-to-date beneficiary database, tracking progress, cash out process and addressing challenges.
- Actively participate in the documentation of project learning and impact case stories and ensure that all lessons learned, and best practices are properly documented and used to inform project management decision-making processes and project design.
- With the support of the MEAL team, facilitate any relevant project assessments and evaluation, including planning and organization of PDM, baseline/end-line surveys through interviews of individual beneficiaries and focus group discussions; etc.
- Actively participate in regular project reviews and facilitation of both internal and external monitoring and evaluation missions by reviewing implementation and monitoring documents in line with AAH Gender Policy and FSL strategy.
Objective 4: HR & Team Management.
- Line management FSL teams whose size and composition may vary over time (assistant, field workers, social workers, daily labor).
- Participate in the recruitment process for positions related to the project that are directly managed: field and daily workers.
- Validate action plan for team members, considering the project time plan and Action Against Hunger internal regulations.
- Identify gaps and needs of team to provide training and coaching and communicate training needs to Head of the Project.
- Organize and conduct induction sessions for newly hired staff, facilitating their smooth integration into the team and assisting with their placement within the organization.
- Support the knowledge transfer within the FSL department.
Objective 5: Representation and communication:
- Maintain regular communication with relevant stakeholders with external actors (local authorities, UN agencies, community leaders, other NGOs, volunteers, subcontractors, etc.).
- Represent the organization in CWG and MPCA meetings.
- Participating in relevant coordination to ensure the sharing of best practices within the wider humanitarian community.
- Inform AAH Management about the positions of different actors in the field, their response capacities, etc. to anticipate joint opportunities of joint response and to avoid duplication.
- Maintaining regular information flow to partners and stakeholders.
Objective 6: Reporting and Learning:
- Reporting of field activities to the Head of Project (data entry, materials delivered, work achieved, beneficiaries’ attendance, obstacles and constraints) taking into consideration reporting requirements and monitoring and/or evaluation tools and indicators.
- Participate in the preparation of the monthly "Activity Progress Reports" (APRs) and submit to the Head of Project.
- Participate in the preparation and collection of data for communication, advocacy and capitalization purposes (case studies, etc.).
- Conduct the needed data collection in collaboration with MEAL department.

- University degree in Economics, Social Sciences (Pedagogy, Social Education, Development Studies, Social Work, Sociology, Gender studies) or another relevant field.
- ]Knowledge of CVA interventions
- Knowledge of other FSL interventions such as food assistance.
- Minimum 3 years of directly proven experience in implementing CVA
- Previous experience in FSL interventions, food assistance interventions preferred
- Experience in providing technical expertise on gender and protection mainstreaming is an advantage.
- Knowledge in humanitarian/emergency and/or development programming is a plus.
- Strong interpersonal communication skills, strong planning and observation skills
- Fluency in reading, writing and speaking Arabic and English
- Very good knowledge in Word, Excel, Power Point, Outlook
- Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
