Food Security and Livelihoods Program Manager

Action Against Hunger (ACF) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organisation working in the Palestinian Territory since 2002.

The Candidate will:
-Organize and supervise the smooth implementation of the food security and livelihoods activities for ACF in the Gaza Strip in close coordination with other ACF departments (administration and logistics).
-Analyze the relevance and adequacy of interventions following the evolution of contexts and needs.
-Develop the food security and livelihood strategy for the area of reference following ACF mandate and mission strategy in cooperation with the Office Manager and the Food Security and Livelihood Coordinator.
-Produce regular internal and external reports and submit them to his/her supervisors.
-Based on regular field visits, guarantee an early detection of constraints and problems during implementation, proposing and implementing solutions after validation by Technical Coordinator and/or Head of Base.
-Contribute actively to each phase of a project proposal development, particularly drafting.
-Supervise food security and livelihood staff related to projects under the supervision of the Program Manager including staff recruitment, training, and performance evaluation.
-Follow up of project’s budget; guarantee an adequate utilization of funds in each project’s timeframe.
-Develop an adequate monitoring and evaluation plan following relevant indicators for each project. Formalize results and report to supervisors.
-Participate to the recruitment and to the training of field officers, social workers and any new member of the team in Gaza.
-Report on protection issues witnessed during the implementation of the Food Security and Livelihoods projects

Profile of the Candidate:
-Advanced university degree in sociology, economics, anthropology, geography, agriculture or related studies.
-Five years of relevant professional experience in food security and livelihood programming in international organisations or national NGOs.
-Demonstrable experience in project cycle management.
-Familiarity with donors and donor procedures.
-Fluency in English and Arabic (spoken and written).
-Strong computer skills.
-Good interpersonal, analytical and communications skills.
-Valid driving license.
-Ability to work with team and under pressure.
