Action Against Hunger (ACF) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organisation working in the Palestinian Territory since 2002.
ACF is recruiting for its Gaza office a
Food Security and Livelihood Project Officer
For an initial period of 6 months

The Candidate will:
-Prepare, supervise and monitor a detailed project plan activities in accordance with log and time frame (mainly for short term and limited budgets), project procurement plan budget follow up.
-Participate in beneficiary identification process and assure the cross-checking.
-Provide technical oversight and information to local partners/CBOs/beneficiaries in order to build their capacity.
-Collaborate and Work closely with project partners for ensuring activities implementation, (for example assessments/studies, trainings, scheduling and leading meetings and workshops) and timely and quality reporting, share relevant project information with partners.
-Conduct regular field visits to coordinate, implement and monitor project activities and collecting data in accordance with the projects needs.
-Maintain external relationships beneficial to the project, including with businesses and business associations.
-Represent the project in relevant meetings as per FSL Program Manager advice.
-Participate in ACF and internal donors visits.
-Supervise and coordinate social workers daily work as per defined objectives and signed contracts
-Identify and prevent possible implementation problems/requirements (HR, partner, logistics, and operational.) in order to propose feasible solutions to the FSL Program Manager.
-Assure that the proper follow-up and ACF monitoring tools of the project are applied.
-Assist in the preparation of the donor and internal reports according to the agreed deadlines and donors requirements as per FSL Program Manager advice.
-Analyse and build on experiences in order to share lessons learned, and if required, propose new directions for the project/program.
-Participate in the implementation of ad hoc needs assessments and surveys.
-Participate in continuous information gathering (from other NGOs, institutions, ministries, local partners and communities).
-Participate in the adaptation / development / implementation of MEAL tools to the program including archiving activities as per ACF rules and procedures and FSL Program Manager advice with technical guidance of MEAL Coordinator.
-Participate in FSL department and relevant base meetings.
-Participate with the FSL Program Manager and other departments in concept note and proposal development.
-Ensure compliance with ACF policies and procedures, including those of administration, procurement and finance.
-Support collection and analysis of data needed for advocacy purposes.
-Maintain and file project documents and correspondence.
-Translate documents as requested by the FSL Program Manager.
-Support other technical departments as requested by the FSL Program Manager and Head of Base.
-Follow the specific safety rules of the security plan of the mission and the base.
-Communicate with security focal point in the base any information related to the safety or the failure of the security plan.

Profile of the Candidate:
-Bachelor degree in Agriculture, Business, International Development, Education, Political Science or International Relations.
-Livelihoods program implementation.
-Knowledge of Logical Framework and budgets.
-Knowledge of humanitarian principles.
-Knowledge of business plan development is a plus.
-A minimum of 2 years professional experience. Proven relevant field experience in food security context in the Gaza Strip, preferably with an international NGO.

-Proven project and budget supervision and monitoring.
-Capacity to apply organizational rules and procedures.
-Committed to humanitarian principles.
-Capacity to treat information confidentially.
-Flexibility to new ideas and ability to work under pressure.
-Able to prioritize tasks and keep deadlines.
-Strong communication skills.
-Team player.
-Ability to critically analyze and interlink information.
-Ability to summarize and provide comprehensive information.
-Creative.
-Open to criticism and feedback and eager to learn.
-Fluency in reading, writing and speaking Arabic and English.
-Word, Excel, PowerPoint and Internet.
-Able to travel to the West Bank and Jerusalem and stay overnight when needed.
