Food Security & Livelihoods Project Manager

CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include Emergency Food Security, Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: Immediate.

Position Location: CARE’s office in Gaza (Der Al-Balah) with 50% travel.

Length of Contract: 9 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

Reporting/Line Management: Gaza Deputy Area Manager.


The FSL project manager will lead the emergency food security and livelihoods response including provision of food baskets and restoration of livelihoods activities in Gaza. The role involves coordination with CARE's implementing partners, and active peer organizations. In addition to representing CARE to different FSL coordination platform.

The positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modeling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment.

Responsibilities:

Job Responsibility 1: Project Planning and Implementation. (50%)

-Develop a consolidated and detailed work plans to ensure assistance is delivered in a timely manner across all affected sites.
-Ensure consolidated distributions plans are shared with relevant departments including program, MEAL, information management, logistics, procurement and risk management.
-Ensure a successful delivery of the FSL project activities in terms of timeliness and quality.
-Provide technical support and guidance to CARE’s partners to ensure high quality, safe and timely delivery of project activities.
-Ensuring synergies in project implementation with other sectors (eg. WASH, Shelter, Health and Protection).
-Ensure tracking and reporting of activity data.
-Ensure timely reporting of security and safety incidents to the deputy area manager, area manager, and the S&S unit.

Job Responsibility 2:Monitoring, Evaluation, Accountability, and Learning (MEAL). (15%)

-Work closely with the MEAL team to support FSL programs' monitoring and evaluation and on-site monitoring procedures for implementing partners, funding organizations, and donors.
-Lead drafting FSL activities internal and donor reports, as well as provide support to implementing partners where needed in developing quality reports

Job Responsibility 3: Coordination and representation. (15%)

-Represent CARE and take a proactive role in the FSL cluster, Cash Working Group and other technical working groups within the Gaza emergency response.
-Build a strong networks with local humanitarian actors, including national and international organizations in operational areas, especially emergency response and early recovery.

Job Responsibility 4: Staff Management. (15%)

-Line manage the FSL and distribution team members in coordination with the technical indirect line manager, the deputy area manager, and the human resources team.

-Ensure direct reports uphold all compliance requirements under CARE's Human Resource, Financial, Logistics & Security policies, and procedures.

OTHER RESPONSIBILITIES AS ASSIGNED 5% of time

Qualifications:

Required:

• Bachelor’s degree in Food Security, Development, Economics, Agriculture, or a related field.
• Strong computer program skills (Microsoft Office including Word, Excel, and Outlook)
• Ability to work independently and proactively, manage a complex and diverse workload, and to work to tight deadlines.
• Strong Project Management skills
• Strong Reporting skills
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Desired:

• Experience in delivering training related to business skills, entrepreneurship, and market mapping & analysis.
• Knowledge of Sphere standards & LEGs.
• Written and spoken English Language skills.

Experience/Technical Skills:

Required:

• At least 3 years of experience in FSL Programs.
• Previous experience of Cash and Voucher project management and programme.
• Strong coordination skills.
• Strong analytical and problem-solving skills.
• Attention to detail and commitment to the humanitarian standards.
• Strong communication skills and ability to work collaboratively in a fast-paced environment.

Desired:

• Experience in Nutrition programs.
• Experience in Partnership.
• Experience in remote management
