Food Security & Livelihoods Specialist
CARE International in Palestine West Bank and Gaza (CARE), together with its partners, is providing humanitarian assistance to people affected by the ongoing crisis, following the intense conflict between Israel the Israeli Armed Forces and Palestinian militants. The situation in Gaza and West Bank is quickly deteriorating with an estimated 2.7 million people in needs of immediate assistance.
CARE Palestine is scaling up its response and the Food Security and Livelihood (FSL) Specialist position has been created to directly support CARE International in Palestine response to the Humanitarian Crisis. The FSL Specialis will be responsible for providing strategic and technical leadership to the Palestine Emergency FSL Response, including development of the cash transfers systems and funding proposals. This position is responsible for assessment, response analysis, design and implementation of the food security and livelihoods components for emergency response, recovery and resilience interventions. S/he will need to ensure response to immediate FSL issues with simultaneous consideration of longer-term needs and possible scenarios. The specialist will need to take a very active role in technical co-ordination, support, and advocacy with national and local FSL clusters and other technical agencies relevant to the sector.
The Food Security and Livelihood (FSL) Specialist will report to the Humanitarian Response Director.
Job Responsibility #1: Assessment, Program Design and Planning
- Provide sectoral leadership and expertise in all FSL related assessments by the CO, with key focus on gender and protection issues.
- Developing FSL management and assessment tools and support field teams in the use and adoption of the tools.
- Conduct thorough response analysis and recommend comprehensive and effective actions for response which may include both food and cash based interventions and recuperative programs to address moderate and severe acute malnutrition.
- Collect and analyze program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the FSL learning agenda.
- Support program team on design and conduct market assessments in relation to CVA and market-based approaches across all stages.

Job Responsibility #2: Emergency Project Management and Implementation
- Select and design most appropriate food security interventions based on the outcomes of assessments and the context.
- Proactively seek new business development in FSL, including cultivating relationships with donors, proposal writing, etc. in line with CO strategy and the CARE mandate to serve the needs of vulnerable populations.
- Ensure mainstreaming of gender & protection in all proposal development, theory of change and budget development.
- Contribute effectively to the development and preparation of FSL proposals and program planning.
- Provide implementation and technical support to field prior and during the implementation of activities.
- Supervise and support the timely and effective implementation of FSL projects and activities across operational areas, in line with budgets and work-plans.
Job Responsibility #3: General Management, Technical Leadership and Capacity Building
- Provide technical oversight to ensure the quality of CARE Palestine’s FSL and cash and voucher assistance (CVA) programing and promote adherence to global FSL standards.
- Provide technical support to the recruitment of FSL-related staff (i.e. JD review based on existing standard JDs, technical short-listing, technical interviews).
- Coordinate the dissemination of key technical material and organize training with a special focus on standards and best practice.
- Build the technical capacity for CARE staff, and local implementing partners counterparts as required.
- Identify, build, initiate, and manage collaborative partnerships with donors, local authorities UN agencies and other stakeholders.
- Ensure CARE’s representation and active participation in the Gaza and West Bank Cash and Market Group, including the Strategic Advisory Group and all other coordination mechanisms whenever needed.
Job Responsibility #4: Monitoring and Reporting
- Work closely with the MEAL team in the monitoring of FSL interventions; ensuring the collation, analysis and sharing of data related to project activities and food security context for the purposes of designing new interventions, donor advocacy and fund raising.
- Support the development of needs assessments, market assessments and IPC surveys and conduct in-depth analysis of the data collected through the use of these tools.
- Support the MEAL team and field teams in ensuring that robust monitoring systems are in place and that reviews are undertaken periodically.
- Lead on the review of FSL and CVA components of project reports – contributing both in terms of narrative reporting and data analysis.
- Conduct monitoring visits to project locations, develop field reports and follow up on critical issues in a timely manner.
- Participate in grant start-up and close out workshops to ensure collegial understanding of donor expectations and integration of learning from projects in subsequent designs.
- Lead on the review of FSL and CVA components of project reports – contributing both in terms of narrative reporting and data analysis.

Job Profile Requirements
- Preferably Bachelor or Master degree in Agriculture, Economics or any FSL related field
- Certified in Project Management (e.g. PMD Pro) or equivalent.
- In the absence of a degree, prior work experience will be taken into consideration, however, the candidate must demonstrate sufficient experience in FSL programming in conflict settings.
- Working experience with NGOs
- Five years’ experience working on FSL programming in humanitarian contexts, including experience of field-level management of complex humanitarian response and resilience programs with proven experience donor-funded projects
- Five years’ experience in a coordination role requiring provision of support to multiple offices/locations/teams
- Two years’ experience working in a fragile and crises context
- Proven experience of successful capacity-building of humanitarian field staff and partners, with experience in remote training
- Proven experience supporting project teams on full project cycle technical needs (design, implementation, M&E, lessons learned), experience in emergency. or protracted crises setting.
- Excellent communication and writing skills in English
- Strong networking capability
